IBP-Tarlac joins human-rights centered government initiative

TARLAC CITY – In observance of Law Month 2025, the Integrated Bar of the Philippines–Tarlac Chapter joined the collaborative effort of The Asia Foundation-Philippines, the Commission on Human Rights Region 3, and IBP Central Luzon in holding “Kakampi Pulong at Kumustahan para sa Karapatan” on Sept. 11 at Laxamana Royale in Paniqui, Tarlac.

This legal aid activity was aimed to strengthen human rights-centered governance. The program featured a capacity-building seminar and “writeshop” designed for barangay officials, particularly barangay chairpersons and human rights action officers, as well as members of the sangguniang barangay, city administrator, city legal officer, city human rights committee, the Philippine National Police, and civil society organization partners of the Municipality of Paniqui.

Ysobel Maria S. Rivera, chief of CHR-3 promotion and advocacy division, lectured on “Human Rights 101: Orientation on the Barangay Human Rights Action Center.”

Atty. Hannah Jezel I. Rosario, Attorney IV of CHR-3 legal division, discussed the “Introduction and Overview of Human Rights-Related Ordinances.”

For the paralegal training seminar, the session was facilitated by Atty. Carisa Marie P. Balilia, secretary of IBP-Tarlac, while the writeshop was led by Atty. Hanz Benedict I. Gaerlan, the chapter’s PRO and head of the legal aid committee.

IBP-Tarlac extended its gratitude to the Municipal Government of Paniqui, headed by Mayor Kathleen “Kat” Roxas, for their cooperation and active participation in the activity.
