ANGELES CITY – An English professor of the Holy Angel University (HAU) has been charged with multiple counts of rape in relation to Republic Act 7610 and qualified seduction by a former student of the university here.
RA 7610 is the law against child abuse and mandates the protection of women and children.
Rose (not her real name) and her parents through their legal counsel, Atty. Jeffrey Zarate, filed the complaint on February 13 before the Department of Justice (DOJ) in Manila against Arnel Atienza Ocampo of Barangay Sapang Maisac, Mexico Pampanga.
Ocampo allegedly first raped Rose in October 2006. She was just about to turn 17 years old at that time.
The intimidation and sex abuse lasted for two years, said Rose in her sworn statement, as she filed 32 counts of rape and 32 counts of qualified seduction against Ocampo. She added that Ocampo raped her at least 25 times.
This reporter, as early as 9:00 a.m. yesterday, called up the HAU for their comments. But a certain Che, secretary of Dean Lilibel Gamboa of the Arts and Sciences department, said Gamboa was in a meeting. Ocampo is with the Arts and Sciences Department
This paper called up three times but failed to speak with either Gambao and Ocampo at his office.
Rose said Ocampo had used a sex video of their intimate moments to blackmail her.
“Ocampo would take videos to blackmail and prevent me from revealing the abuses to my parents. He also mentioned that if a case is filed against him he will not hesitate to spread the sex videos to the public,” said Rose.
“He threatened to recopy and spread the sex videos if I resist his sexual advances. Ocampo got me into deeper trouble being so much in control of me. He would force me to execute different kinds of sexual performances on and with him. His perversion is so evident that sometime in the first half of 2007, he even attempted to perform a three-some sex with me and my other schoolmate. I strongly resisted. It did not materialize.” the victim added in the complaint affidavit received by DOJ State Prosecutor Gerard Gaerlan, and docketed as case number XVI-INV-09B-00113.
“Ocampo follows a pattern of abuse against his female students who are in the age of minority. He is a ‘serial offender’ who is very methodical and deliberate. First, he uses his position as teacher, bestowed with moral ascendancy among students, to get close to his prey. Then he conditions the minds of his potential victims, as he slowly tears apart their moral defenses. And finally, thru his influence and manipulation, he slowly and relentlessly seduces them to experiment his sexual sins, while he deflects our attention toward the physical pleasures rather than the shamefulness of the act,” said the complaint.
Another case
Rose and her parents said a sexual harassment complaint had been filed against Ocampo in Magalang Institute in 1997 by the parents of the fourth-year high school student. Ocampo was dismissed by the school for cause. He filed a case for illegal dismissal before the Department of Labor and Employment (DOLE) but it was dismissed.
Rose was enrolled at the HAU from 2006 to 2008.
According to her complaint, Ocampo immediately befriended Rose when she became his student during her first semester at HAU. Ocampo would invite her and her close classmates to eat snacks. He would likewise show concern with her academic development, give advice not only in his subject but also with the rest, she added.
Ocampo made it inside her circle of friends and would text her regularly and feed her with beautiful and cute messages until she succumbed to a special relationship with him which meant to her only as a platonic relationship, she said.
“He employed a very methodical conditioning that trapped me in an improper, disgraceful and deceitful relationship,” she added.
“As my teacher (first semester, first year (2006) and second semester, second year (2007-2008)), who had moral ascendancy over me, Ocampo exerted grave abuse of confidence and treachery, and took advantage of my innocence and youth,” Rose said.
“At first, I did not see it, though it was clear to many. Perhaps this is what the famous saying tries to impart, – it is difficult to see the trees when you are in the middle of the forest,” she added.
On February 10, 2009, “Rose” decided to tell the truth to her parents.
“My mother had a heart-to-heart talk with me and asked what really happened, assuring me that both she and my father would continue to love me (and would not judge me) no matter what the truth was. Resigned to the fact that I could no longer conceal the presence of the sex videos, I completely disclosed my sad plight with Ocampo – how he controlled, manipulated, blackmailed, abused, and raped me. I painfully cried before my parents and told them about my unfortunate predicament and asked for help to get me out of this quagmire,” she said in the affidavit obtained by this paper on Wednesday.
Rose said the ‘truth’ has finally set her free.
“I feel so relieved that my parents understood my pain and suffering. Now that I have already “come clean” before my parents, I am no longer afraid to tell the truth and accuse Ocampo of rape and other abusive acts. I stand to seek justice for myself and so nobody else has to suffer my fate,” she said.
The victim sought the help of the National Bureau Investigation (NBI) to ask those who will receive the sex videos or photos to call them at (02) 523-8231, local 5512. The NBI also urged other victims of Ocampo to come out in the open to protect other possible victims.
Rose said her parents filed a sexual harassment case against Ocampo last year. She added that the HAU slapped Ocampo with a three month suspension last November 2008.
“Ocampo now continues to teach despite his being morally unfit as a professor,” she said.
