Haircutting and basic personal care services now permitted in MGCQ

The Department of Trade and Industry recently announced that all haircutting services and hair treatment services are now allowed. The DTI-3 issued Memorandum Circular 20-38 updating the guidelines for the operations of barbershops and salons. The said circular is based on the approval of the IATF through its Resolution No. 51 series of 2020. The said issuance was based on the monitoring of the compliance of barbershops and salons to mandatory health protocols since these establishments were allowed to operate on June 7, 2020.

Aside from haircutting and hair treatment services, other services that are allowed in Modified General Community Quarantine (MGCQ) areas are nail services, basic facial care services such as make-up, eyebrow threading, eyelash extension and facial massage, and other basic personal care services such as waxing, threading, shaving, foot spa and hand spa, subject to strict health protocols on hand sanitation, facial mask and face shields, gloves, and sterilized equipment.

In addition to the mandatory health protocols, MC 20-38 also imposes the following guidelines that must be followed by barbershops and salons during their operations:

a. Strict implementation of No face mask, no entry policy
b. Provision of rubbing alcohol that can easily be sprayed
c. Registration with SafePass or staysafe.ph, or administration of health checklist for contact tracing purposes
d. Conduct of thermal scanning on all employees, customers, guests and suppliers in the establishment (persons displaying temperature above 37.5 degrees shall not be allowed entry)
e. Customers and workers displaying symptoms like coughs, cold and flu should be politely declined entry
f. Employees with Covid-19 symptoms or exposure to Covid-19 patients shall not be allowed to work
g. Chairs that are allowed to be seated on should have a distance of at least one meter from each other
h. Proper exhaust and ventilation should be present in the establishment
i. Restroom should be properly sanitized and free of accumulated trash
j. Sterilization of equipment or tools and workstation before and after service
k. Companions are not allowed entry, except when absolutely necessary

The DTI-3 office said that while no accreditation is necessary for the continuous operation of the aforementioned establishments, the agency together with the Department of Labor and Employment and local government unit will monitor the compliance of barbershops and salons throughout the region.
