Guiao to ask ‘dribbling’ CDC again to present traffic study on Capilion

    ANGELES CITY – “Pi-dribol-dribol naka tamu ning CDC (CDC is giving us the runaround).”

    Thus, said Rep. Joseller “Yeng” Guiao when asked on the status of his promised “Capilion summit” in the light of the controversy surrounding the Capilion Corp. Pte. Ltd. project dubbed “Clark Green Frontier (CGF)” located at the entrance of the Clark Freeport Zone (CFZ).

    Guiao was referring to the Clark Development Corp. which promised over two months ago to present the traffic impact assessment(- TIA) undertaken by the University of the Philippines – National Center for Transportation Studies (UP-NCTS) to prove that the Capilion project is well suited on its controversial location.

    The City Council in a unanimous resolution expressed “vehement opposition” to the Capilion project at its location saying it will hamper the development of the Clark International Airport (CIA) among others. The city council is joined by the advocacy group Pinoy Gumising Ka Movement (PGKM) as well as the business community including hotel owners in the nearby areas.

    But even after several months, CDC has yet to make any presentation of the TIA which is a prerequisite, according to CDC, for approving the Capilion project on its preferred site at the main gate.

    “They say they are revising or completing the traffic study but I will talk to Mr. Tugade again and ask for a definite date,” said the solon at the sidelines of the State of the City Address of Mayor Ed Pamintuan on Wednesday at the Marquee Mall here.

    “I do not believe that CDC will not give us a presentation or answer our queries regarding the investment of Capilion,” he added.

    However, when asked on why the TIA is already being revised when it is yet to be presented, Guiao said: “That’s what I don’t know. That is why we really need to talk to them.”

    In October, based on a reliable source from the CDC, the TIA has already been done and has identified four chokepoints.

    These are the roundabout of the Bayanihan Park along the busy MacArthur Highway, First Street and MA Roxas Avenue; the MA Roxas- Clark Alley Intersection; the Pedestrian Access at Don Juico Avenue; and the Signalized Intersection at the Spur Road in front of the Clark Cemetery leading to the SCTEx.

    The MA Roxas-Clark Alley is actually the main entrance to the CFZ where the Capilion project is located.

    It can be recalled that CDC communications manager Noel G. Tulabut has said that the TIA made by the UP-NCTS is still undergoing revisions by three offices – CDC, UP-NCTS and Capilion.

    “Please understand that there are still revisions that go through three offices [CDC, UPNCTS, Capilion. We ask for your understanding,” said a text message from Tulabut more than two months ago.
