GSIS: 99.65% of CDC premiums paid

CLARK FREEPORT— The Government Service Insurance System has cited the Clark Development Corp. as one of the most compliant agencies in Pampanga for its prompt delivery of benefits to employees.

The recognition reflects CDC’s success in substantially reducing unpaid premium receivables (UPR), placing it second among 182 government agencies in Pampanga.

CDC president and CEO Atty. Agnes VST Devanadera said the recognition underscores CDC’s commitment to good governance and employee welfare, ensuring that benefits for its 687-strong workforce are delivered without delay.

The award was presented to Devanadera during GSIS’ Year-End Event and Awarding Ceremony at SMX Convention Center Clark on Dec. 16.

According to GSIS, CDC has remitted 99.65% in pending premiums, a critical indicator of financial discipline and operational efficiency. These improvements reflect the strong partnership between GSIS and CDC, formed under Atty. Devanadera’s leadership since 2023.

“Every correct remittance, every properly processed document, and every compliance with GSIS policies translates into trust—trust in our institutions and in public service we collectively uphold,” noted GSIS Pampanga branch manager Kristine Joi Macam.

The top five agencies recognized for compliance included the Department of Education’s elementary and secondary departments, the Provincial Government of Pampanga, and the Department of Health Region III. CDC’s performance places it among the most reliable contributors to GSIS, reinforcing its reputation as a model GOCC in Central Luzon.

Just last November at the Iloilo Convention Center, CDC was recognized by GSIS as one of its outstanding partners, for ensuring Clark Freeport Zone locators successfully comply with the Property Insurance Law.

The event highlighted the 2025 Seal of Protection Awarding Ceremony where CDC was honored along with the Department of the Interior and Local Government, Japan International Cooperation Agency, and Asian Development Bank.

In 2023, GSIS also named CDC as an outstanding GOCC partner for having supported and contributed to the efforts of GSIS in achieving its commitment to provide excellent service to its stakeholders.
