Gov. Nanay centers 2026 Agenda on healthcare, youth development

CITY OF SAN FERNANDO – Gov. Lilia “Nanay” Pineda has unveiled a focused and action-driven 2026 Agenda on Healthcare and Youth Development, emphasizing inclusive care, faster government response, and stronger support systems for vulnerable sectors across the province.

During a press interview at the Capitol on Monday, the governor outlined her agendas that include the passage of ordinances to institutionalize dedicated care centers for individuals with autism and to establish youth care centers for those struggling with psychological and mental health concerns. These initiatives are anchored on the Alagang Nanay mandate, ensuring that compassionate and accessible care remains a priority of the provincial government.

The Capitol also plans to intensify its feeding programs to address malnutrition, particularly among children and families in high-risk and underserved communities. At the same time, the provincial government is committed to sustaining zero balance billing in public hospitals by ensuring that funding remains flexible, responsive, and immediately deployable, allowing healthcare services to be delivered without delay.

To accelerate implementation, the province will maximize the capability of its more than 3,000 Capitol employees, mobilizing them to support healthcare delivery, social services, education initiatives, and community outreach programs. This coordinated workforce approach is intended to shorten processing times and bring government services closer to the people.

“Good governance means seeking out those in need, not waiting for them to line up at the Capitol,” Gov. Nanay said.

 

Education, employment

Education and employment form another key pillar of the 2026 agenda. The Capitol will actively identify kabalens who wish to continue their studies through the Alternative Learning System and will forge partnerships with technical and vocational institutions to assist Grade 12 graduates who are unable to secure employment by providing them with relevant skills training and certification.

In addition, the provincial government will intensify its efforts to identify sectoral groups and individuals in need of assistance, particularly those suffering from illness, to ensure that no one is overlooked and that support reaches those who need it most.

 

Governor Pineda stressed that 2026 will be a year defined by execution rather than paperwork.

“By 2026, there should be no documents left idle. Every plan must result in concrete action, and every program must deliver real services. Government work must be fast, responsive, and felt by our people,” she stressed.
