BALANGA CITY — Gov. Jose Enrique Garcia III on Wednesday announced that two
House Bills he introduced during the 18 th Congress while representing Bataan’s
second district were recently enacted into laws.
The new laws are RA 11908 or parent effectiveness service program and RA
11909
on permanent validity of the certificates of live birth, death and marriage.
Under RA 11908, parents and guardians are provided with appropriate guidance
and support to expand their knowledge and abilities in performing their tasks in
the upbringing of children
“Sa ilalim ng nasabing programa, ang mga magulang ay magkakaroon ng
pagkakataon na maibahagi ang kani-kaniyang karanasan sa kanilang mga kapwa
magulang kung saan makapupulot sila ng aral na magagamit sa kanilang pamilya,
gayundin sa mga ibibigay na teknikal at legal na paggabay,” Garcia said.
The former three-term undefeated congressman said that by strengthening every
family of Bataeños and Filipinos, we can hope for better future of the next
generation in a more developed, safe and peaceful community.
“Kasalukuyan na din nating isinasaayos ang EduChild program sa ating lalawigan
bilang bahagi ng parent effectiveness service Act. Inaasahan natin itong
maisagawa sa lahat ng day care centers, elementary at secondary schools,
barangay, at munisipyo sa buong Bataan,” Garcia said.
Another bill that Garcia authored in Congress that was turned into RA 11909 was
granting the certificates of live birth, death and marriage with permanent validity
and without the need for renewal.
He said that under this law, the certificates issued by the Philippine Statistics
Authority will be effective permanently regardless of their date of issuance.
“Sa ganitong paraan, inaasahan na mababawasan ang mga transaksyon para dito,
lalo na ngayong tayo ay nasa gitna pa rin ng pandemya at makababawas din sa
gastusin ng ating mga kababayan,” Garcia said.
He said that the law slaps fine or penalty to any agency, company or
establishment that will ask for new copies of the certificates when the holder has
already PSA-issued documents on whatever date issued.
