    ANGELES CITY – Almost a year ago, Prof. Arnel A. Ocampo was quietly teaching English subjects at Holy Angel University here.

    Starting Friday last week, he has become the subject of a manhunt by police after the regional trial court here issued two warrants of arrest against him for allegedly raping a minor, a student in one of his classes.

    The first warrant of arrest recommends no bail while the second allows him to pay a bail bond of P250,000 for his temporary liberty.

    “To any officer of the law, you are hereby commanded to arrest Arnel A. Ocampo, accused of RAPE IN RELATION TO SECTION 5 (b), ART. III OF R.A. 7610 in Criminal Cases Nos. 09-5200 and 09-5203 who is to be found at c/o Holy Angel University, Angeles City or anywhere else in the Philippines, and to deliver him to the nearest policed station or jail,” said the first warrant of arrest penned by RTC Branch 59 Presiding Judge Ma. Angelica T. Paras-Quiambao.

    The city’s chief of police here, the National Bureau of Investigation, the director of the Criminal Investigation Command of the Philippine National Police in Camp Crame, NBI regional office in Clark- field, Pampanga, and the CIDG office in Barangay Pampang here were also given copies of the two warrant s of arrest.

    The issuance of warrants against Ocampo has been hailed by the father of the victim as “the start of the triumph of justice

    “This is also for the other victims of Ocampo at Magalang Institute and other schools, who were afraid to come out because of threats and lack of means to sue him,” said the father.
    He disclosed that three more rape cases were filed against Ocampo before the RTC based on the resolution issued by the Department of Justice (DOJ).

    The DOJ recently issued a resolution charging Ocampo a total of 32 counts of rape.

    HAU registrar Jesus D. Panlilio was also criminally charged by the DOJ with one count of Unjust Vexation. Two other professors, Leandro S. Sanchez and Elinor Torres, were also charged for  the same offense.

    “After a careful study of the records and allegations of parties, the undersigned prosecutor finds probable cause to criminally indict respondents Ocampo, Sanchez, Torres and Panlilio,” the DOJ resolution said.

    Panlilio earlier said that he will not issue any statements and “will leave it to my lawyer to handle the case.”

    Punto Central Luzon called and sent text messages to Frank Adviento, dean of the office of student affairs in HAU, at around 12:20 p.m. for reactions but he was not answering his mobile phone.  HAU has yet to issue any statements as of press time.


    COMPLAINT

    Ocampo allegedly first raped “Rose” (not her real name) in October 2006. She was just about to turn 17 years old at that time.

    “Ocampo follows a pattern of abuse against his female students who are in the age of minority. He is a ‘serial offender’ who is very methodical and deliberate. First, he uses his position as teacher, bestowed with moral ascendancy among students, to get close to his prey. Then he conditions the minds of his potential victims, as he slowly tears apart their moral defenses. And finally, thru his influence and manipulation, he slowly and relentlessly seduces them to experiment his sexual sins, while he deflects our attention toward the physical pleasures rather than the shamefulness of the act,” said the complaint.
