First Scout Ranger Regiment vies institutionalization of transformation roadmap

SAN MIGUEL, Bulacan — Army First Scout Ranger Regiment (FSRR) is eyeing to institutionalize its transformation roadmap in pursuit of its vision to be a world-class special operations force that is a source of national pride by 2028.

The Scout Ranger Transformation Roadmap (SRTR) serves as the force’s blueprint towards genuine transformation founded in good governance, operational quality, and organizational excellence.

FSRR Commander BGen. Freddie Dela Cruz expressed his appreciation to the Multi-Sector Advisory Board (MSAB) in supporting the Regiment’s transformation initiatives with a commitment of shared responsibility in giving the best public service to the Filipino people amidst trying times.

“As a component of the security sector, we, your soldiers, are continuously improving our systems and processes in order to provide quality public service in the execution of our mandate as protector of the people and the state,” he said during the second regular meeting with the board.

Army MSAB is composed of professionals from various sectors serving as the scouts’ partners in institutionalizing performance excellence and good governance by generating necessary support from its external stakeholders in the implementation of the SRTR.

In response, MSAB Chairperson and La Union Governor Francisco Emmanuel Ortega III pledged the board’s continuous effort and commitment in pushing the FSRR’s strategy forward towards its desired future state by means of transformative governance.

“I believe that transformative governance is more than just plans and programs. To me, it is all about the people; it’s about building relationships; it’s about winning hearts and minds, because we can only achieve the transformation we all aspire for if we build our network with people who believe in what we do, and how we do it,” he stressed.

He in turn pinned his reminder to his fellow servants and leaders to start building and strengthening relationships with key stakeholders, and to show faith and love through work and performance.

Meanwhile, newly-inducted MSAB member and Philippine Information Agency Central Luzon Regional Director William Beltran highlighted the crucial role of the FSRR as a source of inspiration to Filipinos through their courage and conviction; commitment to serve; and selfless concern for the country and its people.

“We, in the public information sector firmly believe that information is a powerful tool by which our people can be at their best form, because information is not just meant to inform and communicate – it is also meant to educate, to empower, and most importantly, information is meant to save lives,” he added.

The director pledged his agency’s support in the elite force’s full implementation of the SRTR, as much as in its endeavors all in the spirit of public service.

Aside from the MSAB, FSRR’s Strategic Communication Committee is also aiding the institutionalization of the SRTR by executing a communication plan to ensure that the cascading messages to the target audiences is well accepted and understood; and returned via a feedback mechanism.

The Governance Committee highlighted that they have conducted a soldier recruitment activity with the promotion board to recruit, sustain, develop, and retain the best and the brightest scout rangers.

FSRR’s Assessment and Review Committee cited that the Scout Ranger Training School, and four out of the five battalions have applied to the proficient stage.

Under its resource Management Committee, the Regiment has launched the Aqua Negosyo at Turismo Para sa Sundalo fish production project to augment income and provide support to its wounded soldiers agriculture cooperative.

Lastly, the force’s Research and Education Committee led a combat casualty care and vaccination to other units in the country. (MJSC/JLDC-PIA 3)
