PhilHealth S.H.I.E.L.D. aimed to equip partner health care providers with knowledge and tools to effectively combat illicit practices and protect the PhilHealth fund for the benefit of every Filipino. It also aimed to intensify PhilHealth policies, anti-fraud mechanisms and foster a culture of vigilance, integrity, accountability, and transparency in processing of PhilHealth benefits and claims.

Acting Branch Managers Dr. Rowena S. Zabat-San Mateo and Arlan M. Granali encouraged the partners to uphold the standards of health care, heal the members with compassion, and let PhilHealth benefits be felt more by accurately deducting the appropriate case rates and regulating the professional fees to protect the members from health and financial risks.

Atty. Rae Genevieve L. Acosta, Head of PhilHealth Region III Legal Office-A and Atty. Mica Joy S., Fajardo, Head of Legal Office-B initiated the conduct of PhilHealth S.H.I.E.L.D. to include and equip all health care providers from Central Luzon (Pampanga, Bataan, Tarlac, Zambales, Bulacan, Nueva Ecija, and Aurora) on anti-fraud and policy compliance. While, Atty. Ernesto P. Barbado, Jr., Senior Manager of Fact-Finding, Investigation, and Enforcement Department (FFIED), Dr. Cheryl M. Acejo, Head of Accreditation and Quality Assurance Section (AQAS), Dr. Annalee Y. Reyes of AQAS, and Mark Allen C. Sison, President of Central Luzon Media Association (CLMA) were resource speakers on quality care, procedures, assessment system, offenses and penalties, actual scenarios, membersโ€™ stories, and current Philippine health care system.

AVP Almanon emphasized that PhiHealthโ€™s partnership with health care providers shall be the hope for all Filipinos to ensure financial coverage on accessible and quality health care. Through PhiHealth S.H.I.E.L.D. and collaborative efforts, reforms will be established in the health care system to reduce or eliminate out-of-pocket spending for health care needs, and to heal the communitiesโ€™ body and soul from illnesses, poverty, and related risks.
