MALOLOS CITY – Vice-Governor Willy Alvarado charged eight members of the Provincial Board along with the secretary to the Sangguniang Panlalawigan (SP) of Bulacan before the Office of the Ombudsman for falsification of public documents.
Named respondents were Board Members Patrocinio Laderas, Enrique Viudez II, Christian Natividad, Enrique Delos Santos Jr., Ernesto Sulit, Ex-Officio Members Cornelio Santos, Jaypee Mendoza and Michael Fermin, and Alicia Javier, the SP secretary.
Based in a three-page complaint affidavit submitted by Alvarado, he said when he opened the regular session on November 5, 2007, he and board members Ariel Arceo and Eulogio Sarmiento were present.
Board Member Vicente Cruz followed after he declared a 30 minute recess as a way of waiting for the other members of the board.
After another 30 minutes have lapsed, Javier intimated to Alvarado that other members of the SP will not be able to make it as they were waiting for Gov. Joselito Mendoza.
Alvarado said he adjourned their 16th regular session due to lack of quorum.
But the following week, Javier submitted to him a nine-page minutes of session conducted on November 5 that has been signed by the respondents.
“The content of the ‘katitikan’ which were prepared and certified by Alicia Javier after I declared a 30 minute recess were not true and fallacious, because I adjourn the session for the lack of quorum,” Alvarado said.
He added that the said minutes of session was approved during the next regular session of the SP on November 12, 2007.
For his part, Laderas, the most senior elected officials among the respondents said that the Alvarado must present proof of evidence.
He added that the minutes of the session were ratified by all members of the SP.
But Alvarado said that the respondents, who were in concert, committed the crime of falsification when they executed the attendance sheet and the ‘katitikan’ on November 5, 2007.
“The truth of the matter is that they all knew that there was no such session that took place,” Alvarado said.
On the other hand, other respondents declined to give comment saying they have yet to receive the copy of charges, while Natividad said records will speak for itself.
Natividad also said that they are planning to file counter charges against Alvarado and his witnesses.
