CITY OF SAN FERNANDO – “You go around in the fourth district of Pampanga and will see that there is only one contractor for government projects.”
Thus said former Board Member Rene Maglanque as he assailed yesterday 4th District Rep. Ana York Bondoc-Sagum who defeated him in the 2004 and 2007 congressional elections.
He alleged that Bondoc had “preference” for one Edsa Construction firm allegedly owned by a relative of the two-term solon’s husband, San Luis Mayor Jason Sagum.
Maglanque, in a press conference here, declared: “I am ready to dislodge Bondoc” as he bared his intention to run for congressman next year, stressing “this time I will make it.”
Maglanque said he would file a bill once elected as congressman seeking to correct the wrong provisions of the ‘procurement law.’ He added the new law “should ban the relatives of incumbent officials from getting contracts for government projects.”
Maglanque said Bondoc had allowed the construction of “sub-standard” infrastructure projects in the province’s 4th fourth district, comprising the towns of Candaba, Apalit, San Luis, San Simon, Masantol, Macabebe, Sto. Tomas and Minalin.
Worse, Maglanque added, “Bondoc had asked for the ‘wrong projects’ for her district.
A close friend of 2nd District Rep. Juan Miguel “Mikey” Arroyo, Maglanque said Bondoc should have asked President Gloria Macapagal-Arroyo for “the right projects for in the district.”
He specifically mentioned the perennial flood problem in the district that had not been “properly addressed after all these years.”
Maglanque also hit Bondoc “for the poor state of district hospitals.”
“I am not a doctor,” Maglanque quipped, in an open dig at Bondoc who is a doctor of medicine, “but I can do better in addressing health issues especially the needs of district hospitals, even if I am an engineer.”
Maglanque disclosed that he had joined the Liberal Party (LP) last October 28. He added that he had sought the permission of the Arroyos of the Lakas-CMD-Kampi before transferring to the LP..
He welcomed the computerization of the elections next year, saying “it will show my real votes.”
Maglanque said he had learned his mistakes from his losses in the past, as in 2004 when he contested the congressional post with a townmate from Candaba when they cancelled each other out. Of his loss in 2007, Maglanque said Bondoc won because she was helped by the President.”
The 43-year-old native of Candaba town is a former assistant secretary of the Department of Transportation and Communications (DOTC).
