CABANATUAN CITY – The federation president of Nueva Ecija’s Association of Barangay Captains (ABC) expressed full support on Gov. Aurelio Umali’s decision to veto some provisions of the 2009 Budget Ordinance passed by the Sangguniang Panlalawigan (SP) recently.
Board Member Edmund Abesamis said he, along with four other members of the SP that include BM Joseph Ortiz of the 2nd district, would remain steadfast in their support to Umali whose office “suffered the most” in the budget slashing.
Abesamis added that with their number, the SP presided by Vice Gov. Edward Thomas Joson, will not be able to over-ride the chief executive’s decision.
He said that he shares with Umali’s position that “the SP should keep away from the executive’s job.”
But BM Raqueliza Agapito-Santos of the 3rd district said they passed the budget amounting to P1.4 billion with “good faith, just and fair.” She said “there was no politics in the approval of the budget ordinance.”
“By bringing portions of the proposed budget from the governor’s office to hospitals and schools we dwell on the governor’s program. The SP only wanted projects that will make great impact to the lives of the people,” she said.
For his part, Joson said they “simply wanted the budget to be clear this time.” We were blamed in almost everything in the past. “Kulang na lang pati pagpatay kay (Gat. Jose) Rizal ay ibintang sa amin,” said Joson.
However, Umali said the budget approved by the SP is a “lot better this time than last year.” “Noon massacre, ngayon homicide lang.”
Umali heads the administration party Lakas-Christian Muslim Democrats (Lakas-CMD) in Nueva Ecija while Joson belongs to the Bagong Lakas ng Nueva Ecija (Balane).
