Following the declaration of a State of Calamity in several areas across Central Luzon due to recent calamities, the Department of Trade and Industry – Region 3 (DTI-3) has enforced an automatic price freeze on basic necessities and prime commodities in accordance with Republic Act No. 7581 or the Price Act, as amended.

The price freeze applies to the following areas where a State of Calamity has been officially declared:

  • Province of Pampanga
  • Province of Bataan
  • Municipalities of Calumpit, Paombong, Balagtas, and the City of Meycauayan in Bulacan
  • Municipalities of Paniqui and Moncada in Tarlac

Under the Price Act, prices of Basic Necessities shall be automatically frozen at their prevailing prices for sixty (60) days, unless sooner lifted by the President. This includes essential goods such as rice, bread, dried and canned fish and other marine products fresh pork, beef and poultry meat, fresh eggs, fresh and processed milk, fresh vegetables, root crops, sugar, cooking oil, salt, laundry soap, detergents, firewood, charcoal, candles, and drugs classified as essential by the Department of Health.

DTI-3 Regional Director Edna D. Dizon reminds all retailers and traders in the affected areas to strictly comply with the mandated price freeze. “We understand the challenges that our kababayans face in times of disaster. DTI is committed to ensuring that prices of basic goods remain stable and fair, especially when people need them the most,” said Dizon.

As of this time, prices of basic and prime commodities remain stable, with no reported increases in the affected areas. Market conditions reflect normal price trends, with stock inventories good for three (3) weeks to one (1) month. BNPCs are within the latest Suggested Retail Price (SRP) levels, and there are no signs of profiteering or panic buying, indicating normal supply and responsible business practices.

DTI-3 has mobilized its provincial offices and Consumer Protection Division to conduct regular price and supply monitoring days before the onslaught of Typhoon Crising in anticipation of any adverse effect such weather disturbance may cause. DTI would like to ensure the public that there is enough supply of goods and that prices remain stable. Establishments found to be taking advantage of the situation by engaging in overpricing, hoarding, or profiteering may face penalties, including fines from ₱5,000 up to ₱1,000,000 and/or imprisonment of up to 10 years.

Consumers are encouraged to report any violations or unusual price increases through the DTI Consumer Care Hotline at 1-384, or contact the nearest DTI Provincial Office in Central Luzon.

DTI appeals to the public and business community to practice compassion and integrity during this period. Let us work together to uphold consumer welfare and community resilience.
