
CITY OF SAN FERNANDO, Pampanga (PIA) — The Department of Trade and Industry (DTI) is ramping up efforts to boost the development of micro, small, and medium enterprises (MSMEs) in Central Luzon.
During the fourth episode of the Kapihan sa Bagong Pilipinas of the Philippine Information Agency for 2025, DTI Regional Director Edna Dizon discussed the agency’s strategies to empower MSMEs in the region.
These strategies include Artificial Intelligence (AI) and digitalization, business diversification, access to financing, franchising opportunities, and mentorship programs.
In terms of digitalization, DTI has fully implemented the online Business Name and Barangay Micro Business Enterprise (BMBE) registration systems to streamline the process for entrepreneurs.
While walk-in applicants are still accommodated, the agency aims for a complete transition to digital registration.
“We cannot deny the fact that there are still walk-ins coming through the office. We still service them. But basically, as of this time, our target is 100 percent. But then, as of 2024, we have recorded 88 percent online registration with the business name,” Dizon said.
Additionally, she highlighted that the agency is working on AI applications for MSMEs, recognizing digitalization as a key factor in establishing a niche in the global market.
“This is the reason why DTI, specifically Central Luzon, is more than aggressive to really onboard all [MSMEs], to really use AI applications in their business operations. In fact, DTI has successfully launched and conducted various fora and training, capacity building for [MSMEs] related to digitalization, AI, and e-commerce,” she shared.
Meanwhile, in franchising, DTI is promoting it as a viable business model, recognizing the complexities involved in starting a business from scratch.
“Franchising is one convenient platform that they can choose from as a model of business operations. Because, as we all know, we can see the increasing establishments of franchising businesses here in our country… So, it’s very convenient. All they have to do is apply for an application and meet the requirements for the franchising,” Dizon explained.
To encourage more MSMEs to explore franchising, DTI conducts seminars, forums, and business-matching activities to provide greater opportunities for entrepreneurs.
Another strategy is diversification, where DTI encourages MSMEs to develop their products, onboard e-commerce platforms, and expand their market reach.
Dizon noted that many MSMEs have already been onboarded onto digital platforms such as Lazada, Shopee, and TikTok, allowing them to access a wider range of markets and buyers.
As part of this initiative, the agency is also urging MSMEs to explore additional business opportunities beyond their primary products.
Dizon emphasized that by utilizing available resources in their locality, MSMEs can engage in technology-driven, business-related activities that go beyond their current production scope.
Aside from the mentioned strategies, DTI also facilitates access to financing by connecting them with funding opportunities.
The agency links MSMEs to both government and private financial institutions that offer financing options to sustain their operations.
Dizon underscored that the agency has conducted financial literacy seminars, leading to increased participation in financing programs.
Furthermore, in terms of mentorship, the Kapatid Mentor Me Enterprise program continues to serve as a platform for business growth.
Designed to help MSMEs progress from micro to small, small to medium, and eventually to large enterprises, the program provides expert mentorship through DTI’s partnership with the Philippine Center for Entrepreneurship.
Additionally, Dizon emphasized the crucial role of Negosyo Centers in enhancing the capabilities of MSMEs in the region.
These centers offer business counseling, entrepreneurial training, and capacity-building programs, equipping entrepreneurs with essential knowledge on trade, business management, and ethical practices, among others.
She noted that the impact of these initiatives is evident in the increasing number of enterprises participating in various trade fairs organized by DTI, both locally and internationally.
