ANGELES CITY – Salapungan Village Chief Robert Yeen yesterday urged the city government to forgo its plan to establish a P813-million sports complex and instead focus on improving education and health programs.

Yeen said Mayor Francis “Blueboy” Nepomuceno should “do an Oca (City of San Fernando Mayor Oscar Rodriguez) and invest in education.”

Rodriguez loaned some P100 million from the Landbank in 2006 to build more school buildings  in the component city.

Yeen said Nepomuceno should have reaped praises than criticism had he sought a loan for the improvement of education in the highly urbanized city.

“I would have supported him even If I am not his political ally had he focused on education and health care services,” said Yeen.

“You measure pro-gress not by the infrastructure projects in the area but the standard of living of the people. Good education and health care projects are of premium consideration,” added Yeen.

City Admintrator Mark Allen Sison, in a text message, said “kasi pu reng magpa-loan a banku dapat income-generating pu (those banks giving loan want income-generating projects.)” He added that “we have appropriated for education and health large amount in the budget of the city.”

Sison cited the new barangay hall of Balibago Village Chief Rodelio Mamac and asked if it was “an important project.”

“Why didn’t Mamac instead seek a loan for the drainage system or hospital for the village?” said Sison.

The loan for the multi-million sports complex has yet to be approved by the Philippine Veterans Bank.

A staunch critic of Nepomuceno and his sports complex project, Mamac vowed to run for mayor in 2010. Yeen is one of the councilors under the ticket of Mamac.

Yeen, for his part, said Nepomuceno would not have needed “close to a billion peso if the projects would be on education and health.”

“A little over P200 million would have been enough,” he added.

Yeen said Nepomuceno should extend the buildings and improve the services at the Ospital Ning Angeles (ONA).

“So many are sick and poor. They need quality care at ONA,” said Yeen.
