Dizon tasks new DPWH-Bulacan 1st DEO officials to complete dike projects

CALUMPIT, Bulacan (PIA) – Department of Public Works and Highways (DPWH) Secretary Vivencio Dizon directed the  newly-appointed officials of the DPWH-Bulacan First District Engineering Office (DEO) to immediately complete all gaps in unfinished dike projects across the province.

Dizon personally accompanied the new officials on their first day of work at the DPWH-Bulacan First DEO in Barangay Tikay, City of Malolos.

During their initial meeting, he reminded them to uphold integrity in public service and cautioned them against giving in to temptations or repeating the anomalous management practices of their predecessors.

On the sidelines of the meeting, Monsignor Pablo Legaspi of the Holy Spirit Parish of the Diocese of Malolos met with Secretary Dizon to formally handover a petition from various homeowners’ associations to fast track the completion of the two water interceptors being constructed along Manila North Road.

To jumpstart the mission of the new DPWH-Bulacan First DEO, Dizon led them to inspect the unfinished dike along the Pampanga River in Barangay Bulusan, Calumpit, Bulacan.

This is the exact site where President Ferdinand R. Marcos Jr. made a surprise inspection following another massive flooding brought by Typhoon Crising in July 2025.

During the inspection, the President discovered that the flood control project had been declared completed despite being unfinished.

This revelation prompted a nationwide investigation of all flood control projects supposedly built across the country.

As the dike in Barangay Bulusan was the first officially identified ‘ghost’ flood control project in the past three years, Dizon said it should be prioritized for resumption and completion among all flood control projects in Bulacan.

Acknowledging the urgency of the situation and the continued suffering of Bulakenyos due to flooding, Dizon assured that funding for the completion of the dike projects will be sourced from the agency’s savings under the 2025 national budget. (MJSC/SFV, PIA Region 3-Bulacan)
