DICT supports online learning, access to gov’t services in Aurora’s remote areas

BALER, Aurora (PIA) — The Department of Information and Communications Technology (DICT) distributed free SIM cards and mobile data to about 1,958 students, teachers and parents in far-flung areas in Dingalan, Aurora to support online learning and access to government services.

The Bayanihan SIM Project, also known as JuanSIM ng Bayan, gives remote communities with reliable internet, enabling students, teachers, and parents to access digital resources.

DICT Aurora Free Public Internet Access Program Provincial Engineer Jake Jefferson Matillano said the rollout targets unserved and underserved areas through Common Tower Program sites.

Each SIM card provides 25 gigabytes of data per month for a year, ensuring students and households sufficient connectivity for online classes and other essential online services.

During the distribution, Malamig Elementary School received 272 SIM cards, while Umiray Elementary School and Umiray National High School each received more than 800.

About 1,958 students, teachers, and parents in far-flung schools in Aurora receive free SIM cards and mobile data from the Department of Information and Communications Technology under the Bayanihan SIM Project or JuanSIM ng Bayan. The initiative provides households with internet access for online learning and essential government services, bringing practical benefits to isolated areas.(DICT Aurora)

Matillano said the project also strengthens digital skills at the community level and improves access to e-government services, turning government digital infrastructure into practical benefits for isolated areas.

In parallel, DICT is rolling out the Provision of Mobile Solution for Internet Liberty in 13 health facilities across Aurora, providing stable internet for operations, reporting, coordination, and online health systems.

These initiatives are pursuant to Republic Act No. 10929, otherwise known as the Free Internet Access in Public Places Act, which mandates secure and reliable internet in public spaces such as schools, hospitals, parks, and government offices.

Through the Bayanihan SIM Project, government coordination is translating into improved digital access for rural communities, helping bridge long-standing connectivity gaps. (CLJD/MAT, PIA Region 3-Aurora)
