    DILG fails to install sacked village chief

    ANGELES CITY – The Department of Interior and Local Government (DILG) yesterday failed to implement a Court of Appeals (CA) order dated December17 reinstating Pulung Maragul Village Chief Joseph Dimapilis back to his post.

    DILG Regional Director Renato Brion emerged from a closed door meeting with Pulung Maragul Village Chief Sonny Lao at about 11:00 a.m. and told reporters that he was preparing the latter for a smooth transition.

    Brion said he had a copy of the CA order signed by Associate Justice Catral Mendoza but could not categorically say when it will be implemented.

    “It will be implemented when it’s due,” Brion told reporters.

    In the CA order, Mendoza granted the appeal of Dimapilis’ legal counsel to allow him to remain in his post while the cases are being resolve.

    “If the office of the Ombudsman cannot execute its own decision if there is an appeal, with more reason that it cannot do so while a motion for reconsideration of its decision is pending,” added Mendoza in the CA decision to justify his order asking the immediate installation of Dimapilis as village chief.

    Dimapilis and his supporters trooped to the barangay hall at 8:30 a.m. yesterday after being informed by DILG City Director Myrvi Fabia that the implementation of the CA order will start at 9:00 a.m.

    Dimapilis showed a text message sent to his phone coming from the cellphone of Fabia saying, “9 a.m. po implementation.” It came from mobile phone number 0917-514-9207.

    This reporter saw Brion emerged from a closed door meeting with City Administrator Mark Allen Sison at the DILG office here before going to the nearby office of Lao. Fabia was not at her office.

    It could be recalled that Dimapilis and seven village councilors were dismissed late last year after Mayor Francis “Blueboy” Nepomuceno ordered the implementation of the Ombudsman’s decision. Nepomuceno then installed Lao as village chief.

    Lao said “the process is still long and there will be still be legal processes along the way.” He expressed confidence that he will remain in his post “for good.”

    “I will remain here because the people of Pulung Maragul want me here not them,” said Lao.

    But Dimapilis said “there is some sort of sabotage” preventing him from re-assuming his post.

    He added that he and other dismissed officials are the ones who should govern Pulung Maragul as they are mandated by the people.
