Delta pushes for formal organization, livelihood of ‘salandra’ workers

PORAC, Pampanga – “Gagawa tayo ng istraktura para sa inyo. Pag-aaralan natin kung paano bababa ang gastos para tumaas ang kita.”

Thus, outgoing governor and incoming Vice Gov. Dennis “Delta” Pineda assured the so-called “salandra” workers of provincial government’s support in organizing their operations and improving their income.


“Salandra” in both Tagalog and Kapampangan means the sieve or filter used to sift sand from gravel used in construction. They are integral to the quarry industry in the province with the filtered sand hauled by dump trucks to the various construction projects. 

A majority of the 91 identified salandra workers met with the governor on June 19 at the Jose Songco Lapid Cultural, Sports, and Civic Center here for a better appraisal of the group’s work operations and lay the foundation for the creation of an official workers’ association. 

Joining the dialog were Porac Quarry Operators Association president Antonio Ayson, Kalam (Kapampangan a Lulugud at Matapat) quarry regulatory unit assistant chief Ann Pascual, provincial legal office representative Atty. Mikaela Layug, provincial aEngr. Manuel Mendoza Jr., and Barangay Mancatian chairman Edilberto Layug.


To help legitimize their work, the governor designated a specific government-owned property where they will be allowed to haul materials. He stressed that hauling outside the designated area will not be permitted.


Six additional leaders were selected during the meeting, bringing the total number of officers to ten. These officers will help lead the establishment of the workers’ official association.


Pineda also issued a firm warning against bribery and illegal practices. “Huwag kayong magbibigay sa sinumang opisyal. Pandagdag niyo na sa kita niyo ‘yan,” he said, encouraging workers to report any solicitation or corrupt activity.


The governor also reminded them that transporting garbage is strictly prohibited. If any truck under their group is caught carrying waste, he warned, the entire operation would be suspended.

All attendees received cash assistance and food packs at the end of the program.
