Delta helps 107,000 students in 3 years

CITY OF SAN FERNANDO – The Educational Financial Assistance Program (EFAP) of the Pampanga provincial government has benefitted 107,613 students, with Gov. Dennis “Delta” Pineda making it into the biggest support program for the Kapampangan youth so far.

“I always considered the Kapampangan youth to be the future of Pampanga and their respective families. Investment on education is a way to prepare a deep pool of human resources for the province and the country,” the governor explained.


The EFAP from 2022 to 2024 supported board exam passers, high school and college students, and Alternative Learning System (ALS) pupils, Pineda said. They include members of the Aeta indigenous communities.

Citing data from the Pampanga Provincial Library, the provincial government covered the review and exam fees of 2,262 state exam passers to support their professional goals. Additionally, 17,049 ALS beneficiaries were given allowances amounting to ₱34.09 million to complete their secondary education. Some 40,500 college students received a total of ₱336 million while 47,802 high schoolers got a total of ₱131.9 million.


Vice Gov. Lilia “Nanay” Pineda began the EFAP when she assumed the governorship in 2010. Her son expanded the EFAP in his stint as governor since 2019.
“I have constantly appealed to the youth to avoid early marriages, teenage pregnancy, illegal drugs and vices. Like a father or an elder brother, I advised them to focus on finishing their studies so they can work and lift their families out of poverty,” enthused Governor Pined. File photos of EFAP
