CITY OF SAN FERNANDO—Amid natural disasters, a global pandemic and social challenges, Pampanga Governor Dennis “Delta” Pineda has done exceptional leadership, leading a responsive provincial government that rolled out programs and services that uplifted and empowered communities in the last six years since 2019.

At the heart of the Pineda administration’s achievements is a brand of public service that reached every Kapampangan, especially the poor. It was anchored on a development agenda that prioritized health, education, livelihood, disaster preparedness and inclusive growth.

One of the signature programs under Governor Pineda is the “Alagang Nanay Preventive Health Care Program” that is delivered through Ordinance No. 834 in 2023 and part of the whole health care system improvement. When the pandemic eased, it provided free medical checkups, laboratory services, medications and surgeries for Kapampangans. Alagang Nanay reinforced the priority of the governor and Vice Governor Lilia “Nanay” Pineda on preventive health. Health assistance was expanded with medical, financial and burial aid to indigents, particularly those burdened by hospital bills in private facilities. The province’s district hospitals have also remained active partners, collecting a total of ₱4.95 billion in gross PhilHealth reimbursements over six years — funds reinvested into healthcare services.

A key health milestone is the completion of the Pampanga Provincial Hospital – Clark, a state-of-the-art facility expected to begin operations this year, and the establishment of five dialysis centers across the province to address the rising cases of chronic kidney disease. To further reach remote and underserved areas, especially in far-flung coastal barangays, the provincial government is making a ₱64-million mobile clinic on barge complete with diagnostic, laboratory, and treatment facilities. This aims to bring essential health services directly to communities that have limited access to medical care due to distance.

Through the Kapitolyo sa Barangay initiative, Governor Pineda and Vice Governor Nanay directly engaged with communities, delivering assistance in education, health and basic needs, while listening to the concerns of villagers. The distribution of 485 service vehicles boosted the capacity of barangays to respond to emergencies and community needs. Support also remained steady for sectoral and marginalized groups, with the provincial government ensuring regular aid, services and training.

To strengthen Pampanga’s agriculture sector, the provincial and national governments gave farm equipment, inputs and machinery to farmers and their cooperatives. This is on top of financial and fuel assistance to farmers and irrigators as drought occured due to the El Niño phenomenon. Infrastructure for agriculture received a major boost through the Pampanga Rice Processing Complex in Guagua and the ongoing construction of the Pampanga Food Security Complex in Lubao. Both are keys to increasing productivity and food supply stability. From 2022 to 2024 alone, a total of ₱592.6 million in farm inputs, financial aid, and seedlings were distributed by the provincial government, including ₱25.7 million in organic fertilizers to 7,346 rice farmers; ₱3.5 million in micronutrients to 9,125 farmers; ₱9.4 million worth of ammonium sulfate to 3,646 farmers; ₱19 million in fuel subsidies to 63 farmers and irrigators associations; ₱442.9 million in Rice Farmers Financial Assistance to 88,595 recipients; and ₱110.9 million in Presidential Assistance for Farmers, Fisherfolk and their Families to 11,090 beneficiaries.

The provincial government also ensured that scholarships and educational financial assistance reached the youth. Employment opportunities were created through skills training and manpower development programs. Governor Pineda likewise supported the construction of new school buildings in the Don Honorio Ventura State University campuses in Lubao, Apalit, Candaba, Porac and Floridablanca, helping fulfill the dream of accessible, quality education. In 2025, DHVSU was officially renamed Pampanga State University through Republic Act No. 12148 that was signed by President Ferdinand Marcos Jr., with Governor Pineda expressing strong support for the transition. RA 12147, meanwhile, converted the City of San Fernando campus into a regular campus with fiscal autonomy.

Recognizing Pampanga’s vulnerability to natural calamities, the Capitol ramped up Disaster Risk Reduction and Management (DRRM) efforts by building vital facilities such as the Command and Control Center, Avian Influenza Control Center, PDRRMC Training Center, warehouses, evacuation centers, and gender-sensitive multipurpose buildings. Early warning systems were also installed in flood-prone areas. To mitigate flooding, the province intensified drainage desilting, river clearing, and waterway excavation, especially in coordination with the Department of Public Works and Highways. New equipment was also procured for water, fire, and structural rescue operations. A major environmental milestone was the completion of the Pampanga River cleanup under San Miguel Corporation’s Better Rivers PH initiative, which removed nearly 700,000 tons of silt and waste from a 26.3-kilometer stretch of the river
in Macabebe. The Pampanga PDRRM is regarded among the PH’s best in terms of personnel, equipment and facilities. It also gives humanitarian aid to areas affected by volcanic eruptions, oil spills and earthquakes.

Governor Pineda prioritized infrastructure, spearheading road improvements, facility construction, and hospital upgrades across the province. The government also supported cooperatives and micro-entrepreneurs with resources such as grants and capacity-building, recognizing their vital role in driving local economic development. Through the quarry office KALAM, Pineda collected ₱4.4 billion in quarry revenue for the province, towns, cities and barangays over six years since July 2019 — the highest on record so far. For this, the Department of Finance recognized Pampanga thrice as one of the top five provinces with highest local generated income among 81 provinces. The governor credited this to to improved transparency and consistent enforcement of regulations.

From 2022 to 2024, a total of ₱58 million in cash aid was distributed to 580 senior citizens aged 95 and above under Ordinance No. 683, which amended the Senior Citizen Code. Each beneficiary received ₱100,000 and a plaque of recognition. The incentive program is one of the first of its kind in the country and is implemented through the Provincial Social Welfare and Development Office (PSWDO), which also handles posthumous processing of claims.

For its innovative programs and sustained public service, the provincial government of Pampanga received numerous national awards and citations, affirming its role as a model of effective and compassionate governance.

“Ang mga kabalen po natin ang nakinabang sa mga programa at serbisyo. We chose to spend every cent para tugunan ang kailangan ng mga Kapampangan. Nagawa po namin yan dahil sa malinis at maayos na pamamahala (Our provincemates were the ones who benefited from the programs and services. We chose to spend every cent to respond to the needs of the Kapampangan. We were able to do this because of transparent and good governance),” Governor Pineda said. END
