ANGELES CITY – Balibago Barangay Captain Rodelio “Tony” Mamac and his allies at the liga ng mga barangay demanded anew the immediate release of their real property tax shares (RPTs) covering the second quarter of this year.
Mamac and 15 other village chiefs, in Liga Resolution No. 39, asked Mayor Francis “Blueboy” Nepomuceno and City Treasurer Juliet Quinsaat to release their shares within five days after the end of each quarter as provided for under Section 271 of Republic Act 7160.
But City Administrator Mark Allen Sison denied the allegations of Mamac. He said “the RPT shares are updated.”
“The problem with Mamac is that he refused to see what’s really there,’ said Sison.
Mamac disclosed that Liga ng Mga Barangay President Robin Nepomuceno failed to sign the resolution. Nepomuceno is the elder brother of the mayor.
“Official records will show that the practice by City Treasurer Juliet Q. Quinsaat and Mayor Francis “Blueboy” L. Nepomuceno of delayed release of the share of the barangay on RPT and on monthly installment basis is contrary to the provisions of Section 271 of RA 7160, which shall be on quarterly basis on full amount, five (5) days at end of the quarter,” said the resolution. It added that penal provision classifies the omission of releasing the share of real property to the barangay a ‘crime’ punishable by a fine or imprisonment or both.
Last year, Mamac also assailed Nepomuceno for the delay in the release of the RPT and tax shares.
Mamac said he will run for mayor next year and will challenge Nepomuceno.
