CSF bags bronze for priming human resource management

The City Government of San Fernando’s Human Resource Management Office (CHRMO) was named by the Civil Service Commission (CSC) as one of the outstanding local government agencies in the country that has implemented and performed “meritocratic and excellent human resource management systems.”

Thus, it bagged the CSC’s Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Bronze Award during the opening program of the three-day Public Sector HR Symposium on July 24, 2019 at Philippine International Convention Center (PICC) in Pasay City.

Receiving the recognition was Mayor Edwin “EdSa” Santiago, together with OIC-City Administrator Atty. Atlee Viray, City Human Resource Management Officer Rachelle Yusi, and other CHRMO personnel.

The CSC stated that “CSF was able to manage and implement its human resource management systems according to documented process, thereby achieving a process-defined HRM in the four core HRM systems under the PRIME-HRM.”

It can be recalled that in the previous year, all four core HRM systems of the said office were Level II accredited by the agency. These include recruitment, selection, and placement; learning and development; performance management; and, rewards and recognition.

Yusi said that through this recognition, “passion” will continuously be on top of their work.

“The City Human Resource Management Office got this PRIME-HRM Bronze Award not just because of our hardwork but, more so, of the sincere appreciation of each one and this will continuously inspire us to be more passionate about HR work,” she said.

Santiago, for his part, expressed that this award was a manifestation of the cooperation of the implementing office and the rest of the employees.

“Lagi kong sinasabi na ‘human resource is still the greatest form of all resources.’ But what makes it great? Nagiging makabuluhan ito kung nagtutulungan ang resource office at ang nasasakupan nito. Kaya natutuwa tayo dahil nakikita natin ‘yan dito sa ating lokal na pamahalaan. Mula sa proseso ng recruitment hanggang sa pagkilala sa abilidad, ginagawa natin,” said Santiago.

Hosted annually by the CSC, the symposium has been staged since 2013 and has gathered different international and local public leaders and HR practitioners with the goal to further strengthen and develop the HR practices in the country.
