CSC cites outstanding public servants in Central Luzon

CITY OF SAN FERNANDO, Pampanga (PIA) — The Civil Service Commission (CSC) honored outstanding government workers across Central Luzon during the 2025 Gawad Lingkod Bayani regional recognition rites held  in the City of San Fernando, Pampanga.

The annual recognition forms part of the 123rd Philippine Civil Service Anniversary celebration, highlighting exemplary civil servants who demonstrated excellence, integrity, and compassion in public service.

This year’s Gawad Pag-asa (Individual) awardees include Nueva Ecija 2nd District Representative Mario O. Salvador, Clevelyn D. Deliquiña (Municipal Civil Registrar, Botolan, Zambales), J/CINSP Cliff Richard T. Torres (Bureau of Jail Management and Penology Warden), Ferdinand B. Hilado (Palayan City Disaster Risk Reduction and Management Office Head, Palaya), and Rjay C. Calaguas (Master Teacher I, Northville 15 Integrated School, DepEd Angeles City).

For the Gawad Pag-asa (Group) award, honorees were the Management Information Services Division Team of Baliwag Water District, the City Environment and Natural Resources Office of the City of San Jose Del Monte, Bulacan, and the Alternative Low-Input Agricultural System (ALIAS) Team of Pampanga State Agricultural University (PSAU).

The Dangal ng Bayan award recognized Dr. Erbe M. Bugay, Medical Specialist III of the City of San Jose Del Monte, and F/Supt. Roderick De Jesus Marquez of the Bureau of Fire Protection Olongapo.

The Gawad Lingkod Bayan ng Pangulo award was given to the College of Veterinary Medicine Extension Team of PSAU for their outstanding contributions to veterinary health, community engagement, and food security.

In his keynote message, CSC Commissioner Lawyer Luis Meinrado C. Pañgulayan underscored the significance of the Philippine Civil Service’s 125th anniversary.

“This marks the beginning of the professionalization of the bureaucracy, with emphasis on merit and fitness as foundations for public service. We are two million strong, and as lingkod bayani, we exemplify the values of faith, integrity, excellence, and spirituality. Your leadership and integrity remain the guiding light to inspire your fellow public servants,” he said.

Pañgulayan urged civil servants to remember that public office is a public trust, calling on all government employees to uphold accountability, modesty, and dedication to the Filipino people.

The ceremony celebrated not just the individual achievements of awardees but also the collective spirit of public service.
