Council wants water district out of Margot, Sapangbato

    ANGELES CITY – The city council on Tuesday passed a resolution urging the National Water Resources Board (NWRB) to cancel the certificate of public convenience (CPC) of the Angeles City Water District (ACWD) for its “inefficiency” causing a water crisis in two villages affecting 20,000 residents.

    Councilor Jesus “Jay” Sangil filed the resolution urging the Local Water Utilities Administration (LWUA) and the NWRB to cancel the CPC of ACWD.

    Councilors Dan Lacson and Amos Rivera objected to Sangil’s resolution and supported instead ACWD in its promise of four months to restore water in barangays Margot and Sapangbato. During the session, Councilors Alex Indiongco and Carmelo “Pogi” Lazatin, Jr. called for the resignation of ACWD officials headed by general manager Reynaldo Liwanag and the entire ACWD Board for their alleged inefficiency. Councilor Alfie Bonifacio suggested an amendment to open the two affected villages to a third player or to other water providers.

    For his part, Vice Mayor Bryan Nepomuceno worried that a “vacuum” might be created if the CPC of ACWD is cancelled. But Sangil said there is a process in the cancellation of the CPC by LWUA or the NWRB.

    “I am urging the cancellation of the CPC because of the water crisis in the two barangays dahil sa kanilang kapabayaan (… because of their neglect),” Sangil said.

    He also offered a practical and logical solution by suggesting the takeover of services by Clark Water Corp. which is “just a fence away” from the two aff ected villages.

    “Bakit hindi na lang direct from CWC to Margot at Sapangbato instead of ACWD buying water from them and then selling it to the people of the two barangays (Why not buy direct from CWC to Margot and Sapangbato…?” asked Sangil.

    He said CWC used to service the two barangays before ACWD came in.

    Residents said there was no shortage of water during those days when CWC was supplying its water.
