CLARK FREEPORT— “The Clark Development Corp. has set a groundbreaking precedent as the first and only Government-Owned and Controlled Corporation (GOCC) in Region 3 accredited as a PhilHealth Konsulta provider, ensuring employees, residents, and locators within Clark and nearby areas have access to vital primary healthcare services.”
Thus, the Commission on Audit, in its 2024 annual report, recognized the CDC for setting a precedent in healthcare delivery in Central Luzon.
“This milestone reflects CDC’s proactive integration of healthcare into its development agenda, reinforcing its commitment to a sustainable, health-conscious business and residential environment,” COA noted.
CDC president and CEO Atty. Agnes VST Devanadera emphasized the strategic importance of the milestone. “Human capital is one of Clark’s vital resources. The Konsulta accreditation is developed within our framework for peoplecentered growth, aligned with national health priorities.”
PhilHealth’s Konsulta program requires accredited providers to deliver a full range of primary care services.
“Accredited PhilHealth Konsulta providers must offer essential preventive and screening services to ensure comprehensive primary healthcare. These include medical consultations, vital signs monitoring, clinical breast and digital rectal examinations, and risk assessments for chronic diseases such as hypertension and diabetes. Providers must have the capability to perform laboratory and diagnostic tests, as well as dispense prescribed medicines in accordance with PhilHealth’s guidelines,” the COA report said.
To maintain service quality, PhilHealth sets technical standards for preventive and diagnostic service delivery.
As COA outlined: “PhilHealth has set technical standards for accredited facilities. Providers must have proper signage indicating their accreditation and operating hours, ensuring visibility for patients. They are also required to operate for at least eight hours daily, five days a week, and have an adequate number of licensed medical professionals, including at least one physician, to effectively deliver Konsulta services.”
It can be recalled that PhilHealth Region 3 also acknowledged CDC’s role in expanding Konsulta services and supporting the Universal Health Care Act.
