CITY OF SAN FERNANDO – Central Luzon local government units ranked high among national passers earning for them the 2023 Seal of Good Financial Housekeeping (GFH) from the Department of the Interior and Local Government.
In its Summary of 2023 GFH passers as of Jan. 25, 2024, only Zambales of the seven provinces in Central Luzon did not make the list.
Of the region’s 14 cities, only Gapan failed to make it.
Non-passers among the municipalities were Casiguran in Aurora; Bustos and Norzagaray in Bulacan; Aliaga, Carranglan, Jaen, San Isidro, and Talugtug in Nueva Ecija; Sta. Rita in Pampanga; Cabangan, Palauig, and San Narciso in Zambales.
All municipalities in Bataan and Tarlac were declared passers.
A total of six provinces, 13 cities, and 104 municipalities in Region 3 were bestowed the GFH seal for their “compliance with accounting and auditing standards, rules and regulations.”
For 2023 the criteria used were:
“Most recent available COA Audit Opinion must be Unqualified or Qualified for CYs 2021 or 2022, based on the annual audit report posted in the COA website, as of July 21, 2023 (end of SGLG Regional Assessment); and Compliance with Full Disclosure Policy requirements on the timely and complete posting of required financial documents in three conspicuous places and in the FDP Portal for the 2nd to 4th quarter of CY 2022, and 1st quarter of CY 2023, based on the data provided by the FDP Central Team, BLGS-PCMD.”
The 2023 GFH passers were certified by program focal persons Kim Nicole Samson and Alfred Mamuyac, division chief Melany Quiton of the Bureau of Local Government Services-Local Government Performance Program, and BLGS director Debbie Torres. Punto News Team
