ANGELES CITY- Militants in Central Luzon, where controversial Maj. Gen. Jovito Palparan retired from his military career in the Army now sits, spoke out yesterday against his congressional ascendancy.

The Bagong Alyansang Makabayan-Gitnang Luson (BAYAN-GL), in a statement, urged Central Luzon folk “to join moves to oust Palparan from Congress and instead put him in jail.”

Bayan-GL has accused Palparan as behind hundreds of extrajudicial killings and enforced disappearances in Central Luzon during his stint as Army commander of the 7th Infantry Division.

Roman Polintan, chairman of Bayan-GL, said “Palparan’s bloody human rights record in Central Luzon was not only limited to his 11-month stint as commander of the Army’s 7th Infantry Division but dates back to  1987 when he first unleashed terror against political activists through vigilante groups, the Angelino Simbulan Brigade in San Fernando and the Faustino Sabile Brigade in Mabalacat, both in Pampanga”.

He said that during Palparan’s stint in these areas, “noted civil libertarians and human rights activists were abducted and killed just for their political beliefs.”

“Among the victims were lawyer Ram Cura, Dr. Pat Santiago Jr., Archie Simbulan, a Doctor Dabu, trade unionists Raul Quiroz and Simplicio Aninon, youth activists Badjo Conrado and Corazon Lintag,” he recalled.

“Death lists were also circulated targeting other prominent individuals,” he also said.

Polintan said “Palparan must serve a life term in jail instead of serving in Congress for his bloody human rights records. It’s a shame for the Filipino people to allow him a seat in Congress instead of putting him in jail.”

He insisted that during his stint in the military, “Palparan had openly advocated terror and violence against innocent people. This alone is enough ground for him to be disqualified as a congressional representative and be put in jail.”

“Palparan and his Bantay partylist group must be ousted from Congress,” said Polintan.
