Civilian informant becomes millionaire

    ANGELES CITY – A civilian informant of the Armed Forces Northern Luzon Command (Nolcom) became a millionaire after military authorities turned over to him yesterday P2 million as his reward for supplying the military with information that led to the arrest of a top commander of the New People’s Army (NPA) in Northern Luzon.

    This, even as Nolcom commander Lt. Gen. Isagani Cachuela said the military provinces north of Metro Manila “will not waiver in its commitment to attain strategic victory over the Communist Party of the Philippines (CPP)-NPA on or before the 2010 deadline of the President.  “We are on track of our target goals,” he stressed.

    In a simple ceremony held at Nolcom headquarters at Camp Aquino in Tarlac City, Cachuela personally handed out cash to the informer whose identity was kept secret for his safety.

    “He took great risks just so his mission would be accomplished,” Cachuela said, noting that Malayao’s arrest “is a big blow to the communist terrorists’ organization in Region 2.”

    Cachuela noted that on May 15 last year, top ranking NPA commander Randy Felix Malayao alias Panyo, Tonyo, James, and Edu was captured by the military at the vicinity of Ortigas Extension, Barangay Malik, Cainta, Rizal.

    Joint elements from the Army Intelligence, 502nd Infantry Brigade, 5th Infantry Division, Philippine Army, and Criminal Investigation and Detection Group (CIDG), Philippine National Police and RID, PNP Regional Office 2 were involved in his capture.

    Cachuela said Malayao was the deputy secretary general of the NPA’s Northeast Luzon Regional Committee (NELRC), a regular member of the NPA executive committee, head of the regional education department and spokesman of the NELRC using Salvador Del Pueblo as pseudonym.

    Malayao was facing warrants of arrest for two counts of murder, and frustrated murder in Tuguegarao City.

    The military reported that during his college days,  Malayao was an activist leader at the University of the Philippines.

    “Due to his performance and aggressiveness in pursuing party works, he became a full time party member of the CPP (Communist Party of the Philippines), NPA, and NDF (National Democratic Front). He was the political officer of the Northern Front, Cagayan Valley Regional Committee (CVRC) prior his designation to higher posts,” Nolcom said.

    Cachuela said Malayao was also implicated in the killing of former Gov. Rodolfo Aguinaldo, ambush of Army elements in San Mariano, Isabela, liquidation of barangay chairman. Nicolas Collado of Barangay Dibuluan, San Mariano, Isabela,  liquidation of Army personnel in Ilagan, Isabela, and slaying of businessman Benjamin “Rigor” Olalia Jr. also of said town after a failed extortion attempt.

    Cachuela said the NPA has “lost seasoned cadres who can help salvage their deteriorating organization.  They do not have mass base support, so they are now on the run.”
