City exec: GMA bonus a misnomer

    ANGELES CITY – “There is no such thing as GMA bonus for the local government unit, it is a misnomer.”

    This was the reaction of City Administrator Irineo “Bong” Alvaro concerning the P10,000 GMA bonus expected by city hall workers here.

    He said: “GMA bonus is applicable to national government only since that is subsidized by Malacanang.”

    “The guidelines for local governments say of extra cash gift per local budget circular no. 58 dated 11 December 2008. There is no fix amount in said guidelines so there is no such thing as mandatory P10-k [thousand], grant is depending on the savings that the can be generated for the year,” he said in a text message to Punto.

    However, city hall workers who refused to be named for fear of reprisal said they are expecting a P10,000 GMA bonus since Mayor Francis “Blueboy” Nepomuceno had announced it even last year.

    “The question is where did they use the money? We are referring to the almost P1 billion budget of the city,” they said.

    On the other hand, Alvaro said that they are “looking at P3,000 savings per employee this year which is 300 pesos more than last year.”

    “Unlike the capitol kaya maragul ya lulto kasi ngeni do pa babie 5,000 cash gifts. Angeles malwat no mibie, extra yamu ini,” he said.

    Due to the increase of the city’s budget, workers said they are expecting that there are savings at the end of the year.

    From a more or less P500 million budget, City Treasurer Juliet Quinsaat has certified P983-million funds for 2008.

    Workers are also planning to boycott the Christmas party on Friday [December 19] if the Nepomuceno administration fails to give the P10,000 bonus, sources said.

    “If their reason is recession but trying not to lay-off workers, how can they do that when these workers are job orders who are not seen at the city hall and most of them are ghost employees,” city hall workers said.

    “Mahirap tanggalin ang mga mga ghost employees,” they said in a text message.


    ‘NO AGENDA’

    Meanwhile, the Association of Government Employees for a New and Dynamic Angeles (AGENDA) has yet to issue a position concerning the workers’ bonus.

    “Ayaw naming isipin na nakikinabang ang mga opisyales ng AGENDA sa administrasyong Nepomuceno pero wala silang konkretong nagagawa sa usaping ito at sa kapakanan ng mga manggagawa,” said the government workers.

    Punto tried texting and calling AGENDA president Joel Layug but he was not answering his cellphone.
