Thus said Clark International Airport Corp. (CIAC) President and CEO Victor Jose Luciano as he reacted to the investigation of Pampanga first district Rep. Carmelo “Tarzan” Lazatin on the bidding of the airport’s Terminal I and the alleged illegal demolition of at least 17 warehouses at the aviation complex.
“That’s double investigation. It’s already in the Ombudsman,” said Luciano in a SMS text message. He was referring to graft charges filed against him by Candaba Mayor Jerry Pelayo before the Ombudsman main office last August in connection with the alleged mysterious disappearance of 17 warehouses at the Clark Aviation Complex.
Luciano said Lazatin “is barking (up) on the wrong tree.”
“On Terminal I, the project is under a Projects Management Office under CIAC Executive Vice President Alex Cauguiran which has direct supervision on the project,” said Luciano in explaining who was responsible for the delay of the completion of the project.
“And also the CIAC Board under Nestor Mangio has taken direct control since April to prepare for the June 26 (2010) inauguration (Terminal I).” he added.
Luciano said “as for the Terminal 2, we have been advised by our mother company, the Bases Conversion and Development Authority (BCDA) to hold in abeyance big ticket items in deference to new policies in directions of the new government.”
“As to Araja, we are in the process for arbitration by a 3rd party to resolve claims of both sides,” Luciano added.
The Laguna-based Araja won the bidding for the P309-million Terminal I expansion project. The completion was delayed by more than two months.
