
CLARK FREEPORT — The Clark Development Corporation (CDC) has formalized a lease agreement with Twin Cardinal Realty Corporation (TCRC) for the development of the ₱1.143-billion Ibis Styles Hotel Clark, a mid-scale hospitality project under the Accor Group.
The 250-room hotel will rise on a 6,000-square-meter site along C.M. Recto Highway and is expected to begin construction in the first quarter of 2026. Targeted for completion by early 2027, the property will feature 230 standard rooms and 20 family rooms, along with two restaurants, a gym, a children’s play area, and a reception lobby.
The project is projected to generate 359 local jobs and will contribute to Clark’s expanding hotel inventory, which currently stands at 3,793 rooms as of December 2024.
“This is a very happy day,” CDC President and CEO Atty. Agnes VST Devanadera said during the signing.
“Clark is bursting with activity and people. Every weekend, we welcome thousands of guests—runners, bikers, and their families—who are looking for no-frills, business-friendly accommodations,” she added.
The CDC chief said the lease went through the standard due diligence process to ensure the investor’s protection and alignment with government policies.
“We wanted to ensure that the documents are foolproof, offering full protection and assurance to the investor. Tourism is a priority under the Strategic Investment Priority Plan (SIPP), and this project aligns with national development goals,” she added.
The Ibis Styles Hotel Clark joins a pipeline of hospitality investments in the Freeport. A total of nearly 2,000 new rooms are expected in the coming years, including First Clark Hotel and Residences (286 rooms), which is set to open in the fourth quarter; The Henry Resort Clark (40 rooms); Wyndham Garden Clark (150 rooms); Hilton Clark Sun Valley Resort’s expansion (300 rooms); and Hann expansion (970 rooms).
Accor Group Director of Development Kash Salvador said the company sees Clark as a strategic location for business tourism.
“We are confident that we will elevate the business tourism infrastructure in Clark, supporting its ongoing growth as a prime destination for both work and play,” Salvador said.
“This project is a testament to our confidence in Clark’s potential and our ongoing commitment to bringing world-class hospitality around the globe,” he added.
TCRC Vice President Jeffry Cruz said the Freeport’s accessibility and growth trajectory made it a viable location for the group’s first Ibis Styles property.
“We chose Clark as our first location for Ibis Styles because of its fast-growing and highly accessible environment,” Cruz said.

Ibis Styles is part of the Accor Group, which operates more than 4,900 properties in 110 countries.
