CDC, TESDA to Implement Job Readiness Program for Clark Locators

CLARK FREEPORT — Clark Development Corporation (CDC) and the Technical Education and Skills Development Authority (TESDA) are set to implement a job readiness program that equips workers here with industry-specific skills.

Central to the initiative is TESDA’s Enterprise-Based Education and Training (EBET), which embeds trainees directly inside partner companies. The program uses hands-on training and short courses to help workers develop the skills Clark locators need.

CDC President and CEO Agnes VST Devanadera and TESDA Director General Jose Francisco Benitez met on August 13 to finalize the partnership, which aims to make hiring easier and improve job readiness in key industries here.

Modeled after the Semiconductor and Electronics Industries in the Philippines Foundation, Inc. or SEIPI framework used in the electronics industry, the program enables workers to acquire competencies such as surface-mount technology (SMT) assembly in just a few weeks. Trainees may stack these modules toward full national certifications.

To ensure relevance, CDC and TESDA will use Area-Based Demand-Driven (ABDD) scans to guide training content. These scans provide real-time data on workforce needs in aviation, manufacturing, tourism, logistics, ICT, and healthcare, among others.

CDC will also coordinate with local government units and partner schools in Angeles, Mabalacat, Porac, Capas, and Bamban to ensure inclusive access for residents across Metro Clark.

Also present at the meeting were TESDA Deputy Director General for Finance and Legal Affairs Atty. Avelino Tolentino III, CDC Assistant Vice-President for Administration and Chief of Staff Atty. Bonifacio Tarenio, Jr., Assistant Vice-President for External Affairs Rommel Narciso, Community Relations and Social Services Officer Leila Pingol, and Technical Assistant Francis Louie Dacer.
