
CLARK FREEPORT — The Clark Development Corporation (CDC) has strengthened transparency in the management of Clark Freeport Zone transactions after being recognized as fully compliant with the government’s 2024 Freedom of Information (FOI) requirements by the Presidential Communications Office–FOI Program Management Office on February 10, 2026.
The recognition, issued under Memorandum Circular No. 2025‑001 (series of 2025), affirms CDC’s compliance with mandated disclosure and reporting standards, reinforcing its commitment to public access, accountability, and good governance in Freeport operations.
Under the leadership of President and CEO Atty. Agnes VST Devanadera, CDC updated its FOI Manual, submitted all required narrative and compliance reports, certified the absence of overdue FOI requests, and completed onboarding to the Electronic FOI Portal, enhancing digital access to information for the public.

The recognition reflects CDC’s sustained focus on transparency and institutional accountability in managing Clark Freeport Zone transactions. Through the CDC‑FOI Committee, the agency has maintained full FOI compliance for eight consecutive years since 2017, underscoring a consistent track record in meeting its disclosure obligations.
The FOI program operationalizes the State policy of full public disclosure of government transactions under Section 28, Article II of the 1987 Constitution, while ensuring the protection of sensitive information and matters affecting national security.
