CDC-Luen Thai Dialogue Highlights Synergy in Governance, CSR, Investment

HONG KONG — Clark Development Corporation (CDC) President and CEO Atty. Agnes VST Devanadera met with top executives of Luen Thai Holdings Limited (LTHL) to reinforce investor confidence and promote inclusive development in the Clark Freeport Zone.

The meeting highlighted CDC’s commitment to “leadership that listens,” with Atty. Devanadera gathering private sector insights to strengthen public-private collaboration. Present were LTHL CEO Raymond Tan; L&T Group International President Frank Sauceda; Finance Senior Advisor of LTHL Danny Chan; Vice President for Corporate Affairs and Community Relations Chit Manlapaz; and Legal Counsel Atty. Linda Moya.

Tan presented Luen Thai’s Corporate Social Responsibility (CSR) initiative with the Tuloy Foundation and Fr. Rocky Evangelista, which supports street children through structured football training, academic assistance, and values formation. The program has produced professional athletes and is being considered for expansion in Clark.

The agenda included plans to strengthen sports development and improve site conditions to advance community participation and sports-tourism initiatives.

Tan lauded CDC’s strategic direction and efficient management, citing these as key factors in Luen Thai’s positive business experience in Clark. He expressed intent to expand manufacturing operations in Clark Freeport, reinforcing Clark’s position as a premier investment destination.

Tan is expected to visit Clark to finalize technical requirements and timelines for the proposed initiatives.

Atty. Devanadera was joined by Atty. Noelle Mina Meneses, Vice President for Business Development and Business Enhancement Group; Elenita Lorenzo, Manager of the Tourism Promotions Division; Astrud Aguinaldo, Manager of the Communications Division; and Ian Paulo Mejia, Tourism Officer III.
