
CITY OF SAN FERNANDO, Pampanga (PIA) — The Cooperative Development Authority (CDA) Region 3 has called on cooperatives across Central Luzon to submit their mandatory reports on or before April 30, 2026 to secure their Certificate of Compliance for fiscal year 2025.
Senior Cooperatives Development Specialist Jenalyn Ferrer stressed that compliance with reporting requirements is essential for cooperatives to continue operating legally under existing laws.
“Mandatory po sa ating mga kooperatiba na magsumite ng reports. Sa ngayon, nasa mahigit 3,600 ang rehistradong kooperatiba sa Region 3 ngunit 1,267 lamang ang compliant,” she said.
She explained that the submission of reports allows the CDA to monitor cooperative operations and sensure the protection of members’ capital share.
“Ang CDA ay laging nasa panig ng ating mga kooperatiba. Tinitiyak namin na ang share capital na ibinigay ay magagamit nang tama,” Ferrer stressed.
For his part, Cooperative Development Specialist Brian John Mendoza noted that compliance enables cooperatives to sustain their services and continue providing economic benefits to members.
“Kapag may negosyo, may tumutubo, ibabalik sa mga miyembro. Malaking tulong ito sa kanilang pangangailangan gaya ng loans for education, housing, at iba pang serbisyo,” Mendoza noted.
Under Republic Act 9520 or the Philippine Cooperative Code of 2008, at least 15 individuals are needed to organize and register a cooperative, with prospective members mandated to undergo a pre-registration seminar prior to registration.
Registered cooperatives are also required to participate in mandatory trainings on cooperative fundamentals, governance, and management to ensure proper operations.
In addition to regulatory oversight, CDA Region 3 continues to provide technical assistance, monitoring, and capacity-building activities to strengthen cooperative governance across the region.
Mendoza also underscored the importance of CDA’s presence in communities to better understand the actual conditions of cooperatives.
“Hindi lang po papel ang sinusumite. Ang field personnel ay direktang pumupunta sa kanilang mga lugar upang makita ang tunay na kalagayan ng kooperatiba at sila ay matulungan,” he said.
CDA Region 3 will continue working closely with municipal, city, and provincial cooperative development officers to promote compliance, safeguard members, and support the sustainable growth of cooperatives in Central Luzon. (MJSC/AJMP, PIA Region 3-Pampang
