Capas employee nabbed for drugs, firewoman wife jailed for obstruction

    CITY OF SAN FERNANDO – A local government employee of Capas, Tarlac and his firewoman-wife were arrested Friday night in Barangay Sto. Domingo in their town, the husband for illegal drugs and the wife for alleged obstruction of justice.

    A report from the Tarlac police intelligence office headed by Supt. Luis Ventura Jr identified the suspects as James Daniel Dancel, 29, an employee of Capas’ Municipal Public Order and Safety Management Office (POSMO) and his wife Fire Officer 1 Raquel Bustamente, 32, who is with the fire station in Zaragoza, Nueva Ecija. The POSMO is a “special law enforcement office directly under the office of Mayor Reynaldo Catacutan.”

    “Members of the POSMO are considered peace officers directly under the office of Capas Mayor Reynaldo Catacutan and are empowered to arrest violators of law,” said the report.

    “From the record of my new office, Dancel’s name is with the watchlist of drug personalities for more than a year, a high value target. He is very active in selling drugs even before the new mayor took over July last year,” said Ventura.

    Ventura also disclosed that “when Dancel was being submitted to a drug test at the provincial crime laboratory office, his wife Bustamente arrived and forcefully tried to prevent him (Dancel) from discharging urine for the lab test”.

    “She was in BFP uniform but was very unruly at the crime lab. She even shouted threatening words to the arresting officers of Dancel, that’s why we had no option but to jail her,” he added.

    Two other plastic sachets of alleged shabu were recovered from Dancel after he sold another plastic sachet of the illegal drug to poseur-buyer PO3 Daniel Ann Sinlao.
