Over 130 Business Permits and Licensing Officers (BPLOs) from the cities and municipalities of Central Luzon will convene on June 2-4 in Tagaytay City for the 2025 Central Luzon Regional Convention of BPLOs, held under the leadership of the Central Luzon Association of Business Permit and Licensing Officers, Inc. (CLAB).
The annual event, first organized in 2016, continues to be a vital platform for local officials to share best practices, discuss policy updates, and strengthen partnerships for streamlined business registration processes.

This year’s convention will focus on advancing the objectives of Republic Act 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, by promoting unified implementation across local government units and fostering collaboration with national government agencies. The event also aims to build stronger partnerships among stakeholders involved in business permitting and investment promotion in the region.
As many BPLOs also serve as Local Economic Development and Investment Promotion Officers (LEDIPOs), the convention also serves as a venue to align local strategies with regional and national investment priorities.
CLAB remains steadfast in its mission to empower BPLOs through capacity-building, policy coordination, and project implementation support. With institutional support from the Department of Trade and Industry Region III (DTI-3) and the Department of the Interior and Local Government Region III (DILG-3), CLAB continues to be a bridge between LGUs and relevant agencies, ensuring effective transfer of information and responsive delivery of business-related services.

CLAB is composed of provincial BPLO organizations representing Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, Zambales, and Olongapo City. Its newly elected officers for 2025–2028 are led by Ms. Rosemarie B. Reyes of Nueva Ecija as President, with the support of dedicated BPLO leaders from across the region.
As a member of the National Association of BPLOs (NABPLO) and a partner of the Central Luzon Growth Corridor Foundation, Inc. (CLGCFI), CLAB looks forward to expanding its role in promoting business-friendly and competitive LGUs and in contributing to a more vibrant and inclusive business environment in Region III.
