CITY OF SAN FERNANDO – “A well informed taxpayer is a god taxpayer.” With this adage, the Bureau of Internal Revenue (BIR) Revenue Region No. 4 (RR4) launched its 2014 tax campaign and information drive in order to realize and even surpass its target collection of P21 billion for Central Luzon.

During the launch at the BIR’s regional office at the Capitol grounds  here last Monday, Regional Director Araceli L. Francisco said their collection has continued to improve from its 2012 P18 billion realized collection surpassing its P14 billion target for that year. She added that overall, the BIR has made history in 2012 by breaking the P1 trillion barrier with its total collection.

Also present during the launching were Revenue District Officers (RDO) in the region who presented the BIR’s 21 priority projects for 2014 which includes the Online System for Transfer Tax Transactions (OST3), a facility that will enable taxpayers to file their transfer tax transactions online. The system has a capability for automated computation of tax due and generation of tax returns among others.

The BIR RR4 also presented the Electronic Certificate Authorizing Registration (eCAR) which is a web based system that automates the generation of barcoded Certificate Authorizing Registration which aims to reduce losses arising from spurious CARs for all kinds of one-time transactions, the Electronic Tax Information Systems (eTIS), the Implementation of Internal Revenue Stamps Integrated System (IRSIS) on the use of secured stamps for cigarettes, the Invigorated Run After Tax Evaders (RATE) program, Oplan Kandado, the Integrity Management Program (IMP), the Re-engineering of other Business Processes, Electronic Official Registry Book (eORB), e-Linkage with the Bureau of Treasury, the Automated Revenue Allotment Computation, the Forfeited Asset Management System, the Automated Issuance of Tax Clearance for Bidding Purposes, Online Accreditation of Importers and Brokers, the Online System for Accreditation of Printers which is part of the Taxpayer Registration Information Update, the Electronic BIR Forms (eBIR Forms), the Strategic Performance Management System, the Workflow Management System, the Exchange of Information Program, the Procurement, Payment, Inventory and Distribution Monitoring System and the Career Pathing.

The BIR-RR4 also launched its Regional Tax Campaign Program on Wednesday (February 19) at the Marquee Mall in Angeles City. “This is to empower our taxpayers by involving and informing them of our various initiatives and advocacies,” Francisco said.

Part of the tax campaign is a quiz bowl dubbed as “Tax-Gisan ng Galing, Year II” where senior accountancy students from different schools participated in. For this year, the BIR is targeting an overall collection of P1.36 trillion.
