MALOLOS CITY – Vice President Jejomar Binay, Chief Justice Renato Corona graced the three day 13th National Convention of Lawyers at the Subic Bay Exposition and Convention Center (SBEEC) yesterday.
The convention is expected to draw at least 4,000 from 85 chapters of the Integrated Bar of the Philippines (IBP).
This year’s convention theme is “Living Up to the Standards of Integrity and Competence in the Legal Profession.”
Lawyer Roan Libarios, IBP executive vice president and incoming president, said that Binay will deliver his keynote address today, while Corona and Justice Secretary Leila De Lima will deliver their convention and luncheon address on Friday, respectively.
In an earlier statement, he said that “despite the recent turmoil that rocked our organization, this year’s Subic convention promises to build a new standard in attendance and relevance.”
Libarios said that a major part of the convention proceedings are lectures on various current legal issues by a panel of experts.
He said that topics lined up include prosecution of human rights cases, law practice management and improving performance in the delivery of justice; in line with the convention theme.
Aside from Binay, Corona, and De Lima, other invited speakers are Sen. Chiz Escudero, chair of the Senate Committee on Justice, Supreme Court Administrator Jose Midas Marquez and Solicitor General Anselmo Cadiz.
Two Associate Justices of the Supreme Court – Roberto Abad and Ma. Lourdes Serreno – will also indulge us with their passions. Abad will speak on revolutionizing trial proceedings while Serreno will discuss upgrading judicial standards
Noted legal eagles will also take on the sizzling topics of the day which will be credited under the lawyers Mandatory Continuing Legal Education (MCLE)
Libarios said that on top of the MCLE menu is the discussion on the Webb decision which will be revisited and dissected by the defense and prosecution panels based on the rules of evidence; the crisis in Libya and the Middle East in relation with the relevance of an international criminal court; proper legal citation which will discuss ways of avoiding plagiarism, Charter Change and Federalism.
Other discussions will be on modern tools in human rights advocacy and effective litigation.
The lectures form part of the IBP’s MCLE program and earn participants MCLE credits.
Earlier, Executive Secretary Paquito Ochoa has issued a circular that allows heads of government agencies, departments, bureaus and offices to authorize their lawyers to attend the convention on official time.
A similar circular was issued by SC spokesperson Marquez to judges, clerks of court and court lawyers.
The IBP is the official organization of all Philippine lawyers whose names appear in the Roll of Attorneys of the Supreme Court.
It has about 50,000 members to date. Membership in the IBP is a requisite to practicing law in the Philippines.
