Bataan flyover construction delayed

PILAR, Bataan — The construction of a flyover to ease traffic congestion and lessen accidents at the intersection of the Gov. J.J. Linao Road and the Roman Superhighway in Barangay Alauli here suffered delay due to change of design from four lanes to two lanes and right-of-way problem. 

This, according to Bataan 2nd Engineering District Engr. Ulysses Llado, noting that it is the Department of Public Works and Highways-Region 3 that is in charge in the construction of the Alauli flyover. 

Llado said that DPWH-3 was about to finish a new design of the flyover. “Kapag four lanes malaki problema kaya napagkasunduan ng central office at ipinaalam sa mga provincial officials na from four lanes, gagawin na lang two lanes.”

He said he was not particular of the total cost of the project and even when the project was started, the venture being under DPWH-3. He answered “matagal-tagal na rin” when asked of the date of construction. 

A check on past news dispatches showed that on June 20, 2022, Congressman Albert Garcia informed travelers that there will be heavy traffic in the area because of the start of construction of the Alauli flyover. 

The district engineer said that there will be a change in the target date of completion due to the change in design

 “Kapag four lanes, medyo magbibigay ng malaking problema sa lapad ng kalsada natin.  Makipot kalsada natin tapos may problema tayo sa right-of-way. Hindi naman ganoon kasimple ang problema sa pag-aayos ng right of way dahil nandiyan sa right of way ang pinakamalaking problema ng mga proyekto,” Llado said. 

He assured though that the project has no problem in funding. As to the delay of the completion of the project, he said that contractor Amaro Construction should not be blamed.

 “Hindi kagustuhan ng contractor na matagal ang proyekto.  Lahat ng contractor gusto matapos ang mga trabaho nila kaya lang kung may mga problema, nagtatagal ang trabaho. Ang problema nga diyan ay right-of-way, pangalawa, pagbabago ng design kaya medyo nadelay,” Llado reiterated.  

He said that once the new design is completed, work in the project will be continuous although other problems may arise to cause delay.  “Pero mas magiging mabilis na trabaho. Ang bagong design baka matapos bago ang May 10 o baka bago matapos ang Abril may magandang development na.”

Llado said that the original proposal of a four-lane Alauli flyover is not over.   “May usapan ang DPWH at sina Congressman Albert Garcia at Gov. Jose Enrique Garcia III na kapag natapos na widening ng Roman Highway, ang flyover ay puwedeng laparan from two lanes to four lanes.
