Barangay chiefs ask Robin to step down

    ANGELES CITY – “How can we fight for the welfare of the Liga and against corruption as well when our leader is the brother of the mayor?”

    Thus said San Nicolas Barangay Captain Marino “Lye” Bituin as he asked Association of Barangay Captains (ABC) President Robin Nepomuceno to temporarily relinquish his post because he is the elder brother of first-term Mayor Francis “Blueboy” Nepomuceno. Bituin made the proposal during the ABC regular session on Thursday which lasted for almost four hours.

    “The ABC chief is caught between his obligation to the body and his blood relationship with the mayor,” said Bituin. “We proposed a gentleman’s agreement wherein Robin will step down while we solve our problems with city hall.”

    Bituin said he has yet to collect some P430,000 tax credit shares from the city government which were supposed to have been released in 2007.  Reports said Barangay Malabanias stands to collect some P1.5 million in tax credit shares.

    “We have asked Robin to help us collect our shares but nothing much happened. The delivery of basic services is delayed by the failure to release the tax shares,” Bituin said. 

    San Nicolas and 32 other villages here are supposed to get a combined tax shares of at least P12 million. They also demand the release of their real property tax shares from the Nepomuceno government.

    Bituin, in the meeting, disclosed that the collection at the San Nicolas Public Market had not been properly remitted. He added that there are at least 200 stalls and a daily collection of P100 per stall will give some P20,000 daily remittances.

    “We heard from the city treasurer that they only remit P750 a day in several times,” he said. “I need someone at the ABC post who can help me fight corruption.”

     
    Mamac and Lagman

    According to Bituin, Robin asked for “some time to think about their proposal and he will consult his advisers first.” Robin could not be reached for his comments. His cellphone was turned off since after Thursday’s ABC meeting .

    Claro M. Recto Barangay Captain Val Lagman, who supported the candidacy of Robin, disclosed that he had asked for the presence of Mayor Nepomuceno in the ABC’s next regular session. 

    Lagman said the proposal of Bituin “is the general sentiment of the ABC body.”

    “There is no politics here, only for the welfare of the members,” said Lagman. He disclosed that his village was supposed to receive some P230,000 in tax credit shares. 

    Mayor Nepomuceno, who spoke to the mediamen on Thursday night, said “he will attend the ABC meeting if asked by them.”             
             

    Majority of the 24 village chiefs who attended the meeting had reportedly endorsed Balibago Village Chief Rodelio “Tony” Mamac to take the place Robin should he decide to voluntarily step down.

    But Mamac said “it was not just him” but Lagman and a few other village chiefs were mentioned in the meeting as possible replacements for Robin.  

    In a phone interview, Mamac said Bituin was “just concerned” with Robin that’s why he asked him to vacate his post. He disclosed that Robin was the sponsor during the wedding of Bituin.

    He agreed with the statements of Lagman that the ABC “simply expressed their sentiments.”

    Earlier, reports said Mamac had set his eye on the mayoralty post come 2010 following his falling out with Mayor Nepomuceno.
