BALANGA City, Bataan – The Literacy Coordinating Council (LCC) on Friday announced the selection of Balanga City as one among the Top 5 component cities in the country. It is now vying for the top plum in government’s National Literacy Program award to be known this coming August.
Dr. Norma Salcedo, LCC head, said the government has launched the National Literacy Program award to give recognition to local government units (LGUs) that are undertaking literacy programs for the less-fortunate like the out-of-school youth.
“Nais ng LCC na mabigyan ng wastong pagkilala ang mga LGUs o institusyon na nagpapakahirap upang mapataas ang antas ng kabuhayan ng mga less-fortunate sa pamamagitan ng edukasyon,” she said.
Balanga City joins the cities of Malaybalay in Bukidnon, Sorsogon, Cadiz and Tagum in Davao in the top 5.
Among the criteria for judging are planning development, system of implementation and the impact on learners and the community.
Members of the LCC are the Department of Education, Department of Interior and Local Government, Senate, Congress, National Economic Development Council, Philippine Information Agency, the Philippine Normal University and a non-governmental organization.
Balanga Mayor Jose Enrique Garcia III and department heads of the city government briefed the LCC validating team on what the city is doing in the field of education.
“We want to make Balanga a place conducive to learning like Oxford, Salamanca in Spain, Stanford and Harvard under our ‘University Town Program 2020’,” the mayor said.
Garcia expressed elation over the inclusion of Balanga in the Top 5. “Ang isa sa focus ng Balanga ay ang edukasyon at salamat naman at napupuna na ito,” he said.
To validate that the city is implementing its programs not only in paper, the LCC validating team observed the Barangay Week program being undertaken, talked with parents of daycare children and out-of-school youth attending the Alternative Learning System funded by the city government.
