The Subic-Clark Alliance for Development Corridor (SCAD Corridor) is envisioned to have, as its strategic points, three metropolitan nodes or metropolitan areas, namely, the Metro Subic Area (MSA), Metro Clark Area (MTA), and the Metro Tarlac Area (MTA) in order to develop and transform the Corridor as a viable, active, and competitive player in the supply chain management system and logistics hub in the Asia Pacific Region. The term “logistics hub” refers to an area with air, sea, and land transport facilities that serve as “the nerve center” of the regional and international supply chain that begins with the supplier (manufacturer or producer) and ends with the customer (the actual user).
Logistics hubs must not only have “state of the art” infra-structures, i.e., seaport, airport, railways, roads, bridges and the like, for transporting goods, people and services, but should also have manufacturing, airline and shipping companies, information and communication technology, and educated and skilled manpower to sustain the supply chain management systems operations. A logistics hub manages an integrative supply chain that incorporates the flow of goods, information and funds; it also integrates infrastructures, services, and human capital.
The SCAD Corridor’s emerging land, water, and air hubs shall help transform it into a production-oriented mega-logistics corridor which is expected to draw largely from the trade of agricultural, processed agricultural, mineral, processed mineral, light and medium industrial and related products as well as services produced in Central Luzon Region and possibly from nearby regions and provinces.
Ang pinaka principal function ng supply chain system is to ensure the efficient, economical and effective delivery of goods and services (and of persons) from the source (manufacturing or production unit) to the actual user or consumer (or, in case of persons, to the point of actual destination) on real time.
Kung kaya nga ang isa sa mga pinlano ng Subic-Clark Alliance for Development Council (SCADC), na pinamumunuan ng inyong lingkod bilang Chairman and Chief Executive Officer, ay ang pagtatayo ng MSA, MCA, at MTA (tulad ng nabanggit sa itaas) sa buong kahabaan at kalawakan ng SCAD Corridor: length – 94.0 kilometers from Subic to Tarlac; width – 10 kilometers from each side of the Subic-Clark-Tarlac Expressway (SCTEx), covering the four provinces of Bataan, Zambales, Pampanga and Tarlac; four cities of Olongapo, San Fernando, Angeles, and Tarlac; and 19 municipalities.

Ang kahalagahan nito ay napakalaki at napakabuti para sa Angeles City. Ang siyudad ng Maynila at Makati ay parehong nasa pinakasentro ng Greater Metropolitan Manila Area (GMMA) na binubuo ng 13 cities and 4 municipalities—(15 and 2 na yata ngayon). Kung papano lumago ang ekonomiya at negosyo sa siyudad ng Maynila at Makati, at maging sa buong GMMA, sa gayon ding kadahilanan lalago ang ekonomiya at negosyo sa Angeles City at Mabalacat—paglago na ngayunpaman ay nakikita na natin, at damang-dama na natin.
Tulad ng nasabi ko sa Agyu Tamu! nitong nakaraang Linggo, ngayon pa lang ay talagang nakikita na natin na ang Angeles ay talagang naging sentro na ng ekonomiya, negosyo at industriya, turismo at kultura, sports and recreation, atbp., dito sa Central Luzon, at kasama na ang Northern Luzon. At ito ay nangyayari dahil sa mga infra-istraktura (DMIA, SCTEx and Exchanges and Tollways, NLEX and Exchanges and Tollways, Clark Freeport and Special Economic Zone, Subic Freeport and Special Economic Zone, irrigation dams, telecommunications system, etc.) at mga proyektong pang-ekonomiya, pang-edukasyon at pang-kalusugan na isinagawa ng pamahalaang Arroyo dito sa Central Luzon, na kung saan nga ay nakasentro ang SCAD Corridor—at sa pusod nga nito ay naroon ang Angeles City.
