Ang legacy program ng pangulo para sa bayan

    Nag-iwan ako ng tatlong katanungan sa nakaraang isyu ng Agyu Tamu! Atbp na susubukan natin masagot ngayon, if space will permit; if not, sa mga susunod na isyu itutuloy ko ang pagtalakay sa mga paksang:

    1. Gaano kalawak at kalawig ang mga arterial infra-structure  projects na daluyan ng negosyo at komersyo na kasalukuyang itinatayo—kasama ang mga itatayo pa—sa ilalim ng pamamahala ni Presidente Arroyo? 

    2. Saang panig ng ating bayan naka-sentro ang mga arteries of infrastructure na ito?   Anu-anong klaseng daluyan ng negosyo at komersyo ang mga ito?  Gaano kahalaga ang mga infrastrakturang ito sa social well-being at economic progress and development ng mga mamamayang Pilipino at ng ating bansa? 

    3. At bakit nga ba ang inyong hamak na lingkod at kaibigan at kabalen ang napili ng ating Presidente na magpatupad sa kanyang legacy program of developing the Subic-Clark Corridor as a world-class mega-logistics hub project serving as the country’s main gateway to the Asia Pacific Region?



    Mukang mahaba-habang usapan ito, pero sisikapin kong talakayin ng masinsinan, sapagkat napakaimportante sa panahon na ito na maraming nangangamba sa kalagayan ng ekonomiya hindi lamang sa ating bansa kundi sa buong mundo, na rin: sa America, China, Japan, Russia  and Europe, at ilan pang malalakas at matatag na mga economic powers. . Marami tuloy sa mga Pilipino ang nag-aalala na mawalan ng trabaho; ang ilan ay pinanghihinaan ng pag-asa na makaahon sa lumalaganap na kahirapan ng buhay. Umaasa tayo na sa pamamagitan ng pag-uusap nating ito ay mabigyan ng kaunting pag-asa ang mga mamamayan na marami pang magaganda at positibong bagay na posibleng mangyari sa ating bansa sa pamamagitan ng mga proyekto at programang pang kaunlaran na isinusulong ng kasalukuyang administrasyon.



    President Arroyo’s vision for Subic and Clark is to develop it as a highly competitive international services and logistics center in the Asia Pacific Region. The Subic-Clark Corridor covers 90,000 hectares of land, including the whole stretch of the 94-kilometer Subic-Clark-Tarlac Expressway (SCTEx) and the 5-kilometer-wide areas alongsides of the SCTEx. Encompassing the Subic Bay Economic and Freeport Zone (and its seaport and harbors), Clark Special Economic and Freeport Zone (with the Diosdado Macapagal International Airport and the 31,000-hectare Clark Subzone), and the areas in-between them, this vast land offers great potentials for economic growth and development, especially if we include the cities of San Fernando, Angeles, Olongapo and Tarlac, and the provinces of Bulacan, Pampanga, Tarlac, Bataan and Zambales and the nineteen (19) municipalities of those provinces that are actually part and beneficiaries of the development of the Subic-Clark Corridor as a mega logistics hub.



    The SCAD Corridor shall serve as the vital supply chain feeding Subic and Clark, with the 94-kilometer SCTEx, as vital infrastructure artery.  The Port of Subic and the Diosdado Macapagal International Airport here in Clark shall be developed as the centerpiece diamond of the mega logistics diadem of socio-economic infrastructure development right here in Central Luzon, at the heart of the Philippine map, right here in

    Pampanga, at the heart of Central Luzon, right here in Clark (Angeles City and Mabalacat), at the very heart of Pampanga!

    But that is not all. The mega logistics hub main artery shall be linked to the rest of the Luzon Urban Beltway Super Region and to other parts of Southern Luzon, National Capital Region and Northern Luzon.  President Arroyo has appointed me as the DEVELOPMENT CHAMPION of the Luzon Urban Beltway Super Region to see to it that the infrastructure of arterial linkages she has envisioned from south to north of Luzon and the areas in-between are developed, constructed, and completed on or before 2010 to serve as her enduring legacy to the nation.

    The infrastructure development master plan for the purpose has been prepared with the following design considerations: the Calabarzon-Mindoro-Marinduque provinces as the PRODUCTION CENTER; the whole of Metro-Manila as the MARKET CENTER; and the SCAD CORRIDOR and its whole composite areas as the LOGISTICS CENTER to include distribution and delivery systems.

    What this all means is that Cavite, Laguna, Batangas, Rizal, and Quezon provinces (Calabarzon) and the provinces of Mindoro and Marinduque shall serve as the production and manufacturing center, in short the country’s main producers of goods; the 14 cities and 3 municipalities of MteroManila shall serve as the marketing unit, in short, the principal trader, promoter and seller of goods and services; and the SCAD Corridor shall be the main logistics and supply center which shall receive, store, deliver, and transport products, goods and services.

    Kasama sa plano ang pagpapagawa ng mga naaangkop na infrastructure projects  gaya nga ng mga expressways, arterial roads, seaports, harbors, airports, warehousing and storage facilities, special economic zones, power plants, water systems, waste treatment/disposal systems, irrigation systems, rice production systems and facilities, telecommunications facilities, schoolbuildings, tourism facilities, at marami pang iba.

    Specifically, anu-ano ba ang mga infrastructure of arteries na ito na itinatayo sa Luzon Urban Beltway Super Region at sa Central and Northern Luzon?  Papano makakaapekto ito sa ating ekonomiya at sa ikaaangat ng kabuhayan ng Pilipino?
