    Partylist urges manual voting, automated counting

    ANGELES CITY- With the 2016 elections nearing, the Commission on Elections (Comelec) should now consider a “hybrid election system” that combines automated and manual systems.

    The partylist Anakpawis said Comelec Chair Andres Bautista “should not be as hard line conservative as his predecessor,” as he urged the adoption of “manual voting, but automated canvassing.”

    “We urge him to allow such election system” said Anakpawis party list Rep. Fernando Hicap Noting that automated elections failed to guarantee clean and honest elections anyway, Hicap said the Comelec should consider the hybrid system due to “lack of time” to lay out full automated polls, following the Supreme Court’s recent decision scrapping the Smartmatic deal on automated polls machines.

    “National and local positions are at stake in the 2016 elections. Like in the past elections, cheating would be imminent as unscrupulous candidates would again exploit every opportunity to cheat. A hybrid election system would even help minimize dishonesty in the polls” he noted.

    Hicap said that using both automated and manual elections could serve as a countercheck measure to ensure that automated figures tally with manual count.

    “We are one with the new Comelec chief for a clean election but he should be open minded in supporting our call for a manual voting and automated canvassing election system” Hicap also said.
