Amateur IT developer is ‘09 SBMA Employee of the Year

    SUBIC BAY FREEPORT — The Subic Bay Metropolitan Authority (SBMA) has conferred the title of 2009 Employee of the Year (EOY) to an amateur software developer who paved the way for the agency to save P6.4 million in document tracking and processing.

    Randy Canlas of the Office Services Department became the nominee of the SBMA Internal Services Group after he developed a software program that systematized the document tracking system of the department, as well as a similar program with applications in business registration and accreditation.

    Canlas’s system is currently utilized by six departments and offices of the SBMA. Two other programs — a Business Registration System for the SBMA Business and Investments Group, and a Registration System for the SBMA Regulatory Group — are being developed by the newly-discovered programming genius.

    Hired as a printing machine operator, Canlas’s job description only required him to reproduce copies of documents, maintain updated copies of forms used in his department, and transmit facsimile messages.

    But his passion for his work and his dedication to the SBMA drove him to do more than what his job description asked for.

    “Volunteerism, respect, loyalty and dedication to my beloved SBMA and to my country (compelled me) to initiate the computerization program for the SBMA,” Canlas said after being recognized as the 2009 EOY winner in ceremonies held at the Subic Bay Exhibition and Convention Center.

    “Although I don’t belong to, nor am I connected with, the Management Information Systems Office, I developed this system with my intention of helping the SBMA and my colleagues in rendering fast, effective and efficient service to our clientele,” he added.

    Canlas’s Office Document Tracking System (ODTS) is a Windows-based application software that requires MS Access as its main system, and is aimed at maintaining an organized database of incoming and outgoing documents and/or communications.

    This system, as well as the Vehicle Entry-Exit Management System, that was developed as early as 2004, has reportedly saved the SBMA about P6.4 million. In the event that the programs developed by Canlas were fully utilized by all the 52 departments and offices of the SBMA, savings would go up to as high as P24.44 million.

    Meanwhile, landing as first runner-up in the search for the 2009 SBMA Employee of the Year was Derrick Manuel of the Chairman and the Administrator’s Group. Manuel, an executive assistant at the Office of the Administrator, was cited for being trustworthy and highly dependable in performing critical tasks beyond expectations of his position.

    The second runner-up in the yearlong search was Aviation and Maritime Group’s William Alisbo, a security officer of the Law Enforcement Department. Assigned at the Harbor Patrol Branch, Alisbo was nominated for saving lives both as a member of the SBMA Rescue Team and harbor patrol officer.

    The third runner-up was Business and Investments Group’s bet, Panfilo Jurilla, a senior investment specialist at the Business and Investment Department for Information and Communications Technology. Jurilla was nominated for handling 35 investment portfolios, and for being instrumental in the infusion by a satellite company of US$400 million in additional investments.

    The fourth runner-up, meanwhile, was Juan Afidchao of the Regulatory Group. Afidchao is an electronics and communications equipment technician at the Transportation and Communications Department.  He was cited for single-handedly servicing 598 job orders requiring installation, repair and maintenance of the heart of SBMA’s telephone system— the private automatic branch exchange—thus saving the agency some P157,680.

    The Employee of the Year Awards is a project of the SBMA Human Resource Management Department, and is aimed at recognizing and rewarding exemplary services rendered by employees. It is an offshoot of the Civil Service Commission’s directive to implement a Program on Awards and Incentives for Service Excellence (PRAISE).

    The SBMA PRAISE Committee has named a group selection panel to screen nominees from the different SBMA departments.

    Dubbed as “A Breed Apart,” the fourth annual SBMA Employee of the Year Awards also acknowledged SBMA personnel and departments that received awards or commendations from non-SBMA entities last year for outstanding accomplishments and rescue missions in disaster-stricken areas.
