    CLARK FREEPORT — Three foreigners who can speak neither English nor Filipino are reportedly leading the construction of a vibro plant at the Sacobia area in Barangay Calumpang inside the Clark special economic zone here.

    The three foreigners were reportedly Taiwanese nationals who are setting up a vibro plant that will be used to process sand and gravel needed for the construction of a nearby hotel here.

    “Wala silang pinapakitang anumang ID o pagkakalinalan sa kanila. Legal ba ang pananatili nila dito (There have
    no ID to show to identify them, Is their stay here legal)?” asked residents around the area. “Kahit na illegal pa ang itinatayo nila (Even what they are building is illegal).”

    The Clark Development Corp. has remained mum amid reports of a vibro plant being constructed at the Sacobia area. Sources said four 40-foot container vans carrying parts for the construction of a vibro plant like conveyor belts,
    crushers and heavy machinery were initially held at the Public Safety Department (PSD) of the Clark Development
    Corp. (CDC).

    The source said the container vans were held because the drivers could not present any documents at the Main
    Gate. The container vans were finally allowed to leave the PSD after 12 hours and exited at the Sacobia Gate or Negrito Gate where they were logged by security guard Jose Esguerra in his logbook which showed four 40-foot container vans – RED 562, RBN 671, RGN 974, and RGR 803 – exiting the gate on November 12 “per bravo
    fox.”

    Bravo Foxtrot is reportedly the call sign of CDC-PSD Manager Gen. Ricardo C. Banayat (Ret.). The source said his call sign appearing in the logbook means that Banayat himself authorized the exit of the container vans.

    The source said the activity is “tantamount to outright smuggling” since no documents were presented for the cargo. The same source said he managed to get a copy of the logbook before PSD chief investigator Albert R. Sama, a known “lackey of Banayat,” tried to secure it from Esguerra.
     
    Accident covered up The source said Sama flaunts that he is “untouchable” at the PSD because he was able “to cover up his misdeed with impunity.” A case in point, said the source, is a Traffic Accident Report that showed Sama figuring in a collision with a tricycle at Barangay Cuayan road at around 9:45 pm on November 19.

    The accident report said Sama, “believed to have been drinking liquor due to the scent/ odor of alcohol emitting
    from his breath,” was driving a Mitsubishi Estrada Pick-Up with red plate (SHG 270) when it collided with the tricycle.

    The traffic report listed Sama’s driving error as “inattentive” as compared to none with the other driver. The report showed that f ve persons were injured due to the collision with one listed as seriously injured. Sama was unhurt.

    Sama was reportedly able to bring his service vehicle to his residence at the Savannah Green Palms Barangay Cuayan, Angeles City despite a memorandum from the CDC that service vehicles are no longer allowed to be brought home.
