Access road at FVR dike pushed by Gov, BM

    CITY OF SAN FERNANDO – The provincial government is set to present today (August 18) its planned 15-kilometer access road along the FVR west lateral dike as an immediate solution on preserving it, a board member disclosed yesterday.

    Fourth District Board Member Nestor “Bay” Tolentino, provincial board committee chairman on environment, said Gov. Lilia “Baby” Pineda and the Sangguniang Panlalawigan (SP) members will present at the Capitol the plan and estimated cost of the proposed access road beside the west dike stretching in three towns – Porac, Sta. Rita and Bacolor.   

    Tolentino said the SP led by Vice Gov. Joseller “Yeng” Guiao  and Pineda had invited officials of the Department of Public Works and Highways (DPWH), Land Transportation Office (LTO) and North Luzon Expressway (NLEX) for the presentation of the proposed access road solely to be used by trucks and quarry haulers.

    Tolentino said the planned access road would not just be income-generating but will solve the problem on the preservation of the dike built in the early 90’s to protect the province from floods and lahar flows.

    Pineda, for her part, said the access road would also “reinforce and protect the dike.” She asked the SP to pass an ordinance legalizing the collection of fees for trucks passing along the access road.

    Trucks loaded with sand had used the west dike as the main route to get in and out of quarry sites in the province. 

    Tolentino disclosed that they are planning to collect about P450 per truck as toll fee.

    Ferdie Beltran, vice president of the Pampanga Truckers Association (PTA), said the toll fee set to be imposed by the provincial government “is a welcome development.”

    He added that they spend as much as P800 per truck when passing along illegal “passway collection fees” in several barangays in the province.

    “In this set-up, the funds will go directly to the government which they can use to preserve the access road,” Beltran said.
